Six property owners residing on Willowlake Court in Meadows by the Club Subdivision have applied for voluntary annexation. The properties are developed with "attached" single family townhomes. Background Information. Because voluntary annexation of just the six townhomes on Willowlake Court would have added to an already irregular City boundary in this area, staff corresponded with the other property owners in the immediate vicinity (five on Turnberry Drive and three on Willowlake Court) to inquire about their participation. The response was mixed. Because the response was mixed, the issue of whether to annex the six Willowlake townhome properties by voluntary petition is worthy of discussion by the Committee. Copies of correspondence sent to the Willowlake Court townhome residents as well as the letter sent to the other property owners in the vicinity, are attached. Since questions are often asked by potential residents about the costs and benefits of annexation, the correspondence included the attached "Annual Financial Comparison." For an annexation by petition (voluntary annexation) the following steps will occur: • Petition(s) will be prepared for signature by each property owner; • Upon receipt of petitions, a Council Bill will be drafted and Public Hearing scheduled. • The zoning of RD, Two Family Residential, was previously recommended. • Public hearing be held within 14-60 days of receiving the petition (RSMO Sec 71.012). • Upon annexation, City services/benefits will be extended, and the area added to Ward 4 for Council representation. Regarding future annexation discussions, the Annexation Committee may wish to provide guidance in charting the City's future course. The City has conducted extensive annexation planning studies, some of which were "adopted" as official plans. The Committee may wish to review those prior plans and studies. From a service-delivery perspective, it makes sense that all 14 properties in this area be similarly situated, so I wanted to let you know that I am following up on the remaining eight properties that did not complete an application to determine their level of interest in annexing. The attached map depicts the 14 properties that lie within the pocket of unincorporated area that includes your property. People are often interested in the cost differential of owning property within the City versus unincorporated areas. You may be interested to note that homes that lie outside the City's corporate boundary pay a higher base rate of $19.18 per month for sanitary sewer services. Over the course of a year the higher wastewater fees equate to about $230. In addition, properties in your area that are outside the City pay about $80 more per year for trash services. Inside the City, the cost for solid waste services for one- and two-family dwellings is $18.18 per month, and includes curbside recycling! I have enclosed an Annual Financial Comparison analysis of taxes and fees collected that I am providing to everyone, so that you all have the same information. As for the remaining process, we should be able to start the final process of signing the actual petitions for voluntary annexation in January, then proceeding to the City Council for public hearing in February. Property is assessed by the Cole County Assessor in the same manner, whether within the City of Jefferson, or outside the city limits. The level of assessment is based on a percent of appraised (market)value.Assessment levels are set by Missouri Statute. Residential property is assessed at 19%of appraised value, commercial at 32% of appraised value, and farmland at 12%of appraised value. Tax rates are approved by voters in the various taxing jurisdictions, and vary upon location of property. School district levies comprise most of property taxes in Cole County; the 2014 property tax rate for Jefferson City School District is 53.693.
