AN ORDINANCE APPROPRIATING THE SUM OF TWO HUNDRED TWENTY NINE THOUSAND
DOLLARS ($229,000.00) FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUND
(CIGARETTE TAX) FOR THE SOUTH 16TH STREET DRAINAGE PROBLEM.
WHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that it is now necessary
to appropriate more money for the various functions of the City
Government than was appropriated in the annual budget.
NOW THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1. That for the expenses of the City Government and its
institutions for the year ending December 31, 1975, the following
amount of money is hereby appropriated and set apart out of the fund
named and for the purpose specified. Said sum being subject to
all laws governing the same. Such amount appropriated shall be held
to include all expenditures authorized to be made during the year
unless expressly stipulated by law.
SECTION 2. That for the said fiscal period, there is hereby appro-
priated from the Cumulative Capital Improvement Fund (Cigarette
Tax) the following specified amount to meet the extraordinary
emergency hereby declared to exist:

SECTION 3. This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject to the
laws of the State of Indiana governing emergency appropriations.

The Common Council of the City of Richmond, Indiana, met in regular session
in the Council Chambers in the Municipal Building of said City December 1.

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of November 21 and November 28 497.5.
Said notices stated that a public hearing would held on the Ist�day of
Decemberl�Z5 , by the Common Council to consider additions apDronria-
s as provided for in Ordinance No. 3036-1975 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were
examined and found to be correct and in order. Councilman Geier
moved the proof of publication and posting of notices be re-c— —W andordered
filed, seconded by Councilman Williams , and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. 3036-1975.
Councilman Geier moved for engrossment of Ordinance No. 3036-1975, seconded by Councilman
Elstro and on unanimous voice vote the motion was carried.
Councilman Brown moved to suspend the rules and read Ordinance No. 3036-1975 on third
reading by title only, seconded by Councilman Hilton. Councilman Cornett voted no.
