AN ORDINANCE APPROPRIATING THE SUM OF TWO HUNDRED FORTY FOUR THOUSAND
DOLLARS ($244,000.00) FROM THE CUMULATIVE STORM SEWER FUND FOR THE
SOUTH 16TH STREET DRAINAGE PROBLEM.
WHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that it is now necessary to
appropriate more money for the various functions of the City Govern-
ment than was appropriated in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1 That for the expenses of the City Government and its insti-
tutions for the year ending December 31, 1975, the following amount
of money is hereby appropriated and set apart out of the fund named
and for the purpose specified. Said sum being subject to all laws
governing the same. Such amount appropriated shall be held to include
all expenditures to be made during the year unless expressly stipu-
lated by law.
SECTION 2. That for the said fiscal period there is hereby appro-
priated from the Cumulative Storm Sewer Fund the following specified
amount to meet the extraordinary emergency hereby declared to exist:

SECTION 3. This Ordinance shall be in full force and effect from
and after its passage and approval by the Mayor and is subject to the
laws of the State of Indiana governing emergency appropriations.

COUNCIL OF THE CITY OF RICHMOND INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session
in the Council Chambers in the Municipal Building of said City December 1,
_7975_ at the hour of 7:30 P.M.
Councilman Me^chanthouse presided with the following members present: Messrs.
Brown > Cornett Elstro Geier ,
Hilton Marino , Mills Witliams
Absent: None. ,
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of November 21 and November 28, 1975.
Said notices stated that a public hearing wou d e eld on the 1st day o
nm 1975 , by the Common Council to consider additional appropria-
tTons a provided for in Ordinance No. 3037-1975 , within the City of
Richmond, Indiana. The proof of publication posting of notices were
examined and found to be correct and in order. Councilman C��
moved the proof of publication and posting of notices be receive ad nd ordered
filed, seconded by Councilman Hilton and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. an37-1975
Councilman Geier moved for engrossment of Ordinance No. 3037-1975, seconded by Councilman
Hilton and on unanimous voice vote the motion was carried.
December 9, 1975 7:00 P.M:
Councilman Lieier moved to suspend the rules and read on third reading by title only
Ordinance No. 3037-1975, seconded by Councilman Hilton and on unanimous voice vote
the motion was carried.

After hearing all persons present, Ordinance No. was placed on
final passage or rejection and on a call of the roll the following was recorded:
