Manager's Briefing, May 16, 1997
Wednesday night's meeting will begin with a workshop that includes discussions with the
Chamber of Commerce, and Maryvale regarding their new PDD plan and proposed timetable.
Then I am requesting a brief executive session (10 minutes) to discuss a personnel isslle. Please
see the enclosed memos about the Chamber and the personnel issue, staffand Maryvale will be
bringing information about the new PDD plan and timetable on Wednesday.
The regular meeting is fairly light and should allow us ample time to discuss amendments to the
subdivision regulations. In addition to the amendments, the Board disclIssed an issue related to
floodplain mapping back in March and staff has enclosed a recommendation on how we should
move forward on this issue.
During the last regular meeting, the Board amended minutes from April 16th relative to a motion
made during the discussion on waiving parking fines for intoxicated parkers. I went back and
played the audio tape from the 4/16/97 meeting to verify the original motion. A copy ofthat
transcript is included and shows that the minutes accurately reflected the tpotion. I felt
compelled to bring this back to you for two reasons: first, I believe that staff does a good job
recording and implementing the direction that you provide and second, since this is the second
time something like this has occurred in the past few months, I again want to try, during
meetings, to accurately restate motions back to you (and to us) prior to any voting.
Finally, I left the last meeting feeling like it would be beneficial for the Board and statTto
discuss some of the broader issues facing Fraser in some detail. To this end, I would like to
proposed that we look for some extended time in the near future (sometime in the next three
months) where we could plan a good two day retreat. I would like to do this someplace other
than the Fraser River Valley, which would involve a one-night stay. Your thoughts on the best
time to do this and the best place would be appreciated.

Advertising for a new year-round Visitors' Center Coordinator position (a town employee) will
begin soon.

Subject: Personnel Issue
We advertised for the Equipment Operators 2 position for four weeks (beginning before the ski
area closed) and received a total of six applications. Of the six, one applicant got another job
before we interviewed and one applicant didn't have the background we wanted for the position.
Therefore, our interview pool was down to four applicants. Of these four, we have been unable
to reach two (we have called at all times of the day). Of the two we interviewed, the applicant
we liked best is Brenden Bridge, Dave Bridge's son and Jim Tucker's great-nephew(?).
When we interviewed to fill this position last time, I expressed concern to the Board and to Jim
about hiring family members. We discussed this and hired the best applicant -- Dave Bridge,
Jim's nephew. Fortunately, Dave has turned-out to be a good employee.
Now we're faced with a similar issue -- but one that may be more complex. Both Jim and I have
mixed feelings about hiring Brenden: one from a personnel management standpoint and one
from a public perception standpoint. However, of the applicant pool, Brenden is our first choice.
Jim and I would like some general policy direction on this from the Board and are requesting a
brief executive session at the end of the workshop on Wednesday night to discuss the same.

Subject: Floodplain Mapping
A few weeks ago, staff asked for background information on Fraser's Floodplain Ordinance. If
you recall, the discussion revolved around the need to do additional floodplain mapping -- and
who would pay for this mapping. Following this discussion, I met with Ed Opitz and John Liou
from FEMA regarding the same. Mr. Liou informed us that Fraser can operate under its existing
floodplain mapping status (an emergency status) with the only "consequences" being that
floodplain insurance costs more now than if we did complete mapping and there is a cap on the
amount that can be insured.
At our request, FEMA will completely map Fraser's floodways, which will decrease flood
insurance costs and remove the cap. However, this process may take up to five years. In the
interim, we can request a change in our floodplain mapping status which will not reduce
insurance costs, but it will remove the cap.
Staff recommends requesting FEMA to do the mapping and that we also request a change in our
status from "emergency" to whatever will remove the cap.

The verbatim transcript from the 4/16/97 Town Board meeting (SmartShuttle discussion) reads:
JJ: "Well, I think this needs a motion."
LM: I move that anyone who gets a ticket because they
took the smartshuttle home,
got a taxi home, or rode with their friend home could
get a note from their friend
and that their fine be discounted to 5 bucks and that
go to the smartshuttle and
that the second offense be discounted to 10 bucks
and that go to the smartshuttle
and after that there are no discounts, no nothing
(indecipherable).
CS: Now I have a question.
NH: This needs a second, first. . .
CS: Second J
some discussion re: administration, timing, etc. A vote was called for.
Approved 7-0
I wanted to point this out as this is the second time that (staff believes) the Board has amended
the minutes on an action item that was correctly recorded in the minutes. In the future, staff is
going to attempt to read-back the motion to make sure that we're all on the same page. For the
next Board meeting, I'd like it if we adopted the 4/16/97 minutes as originally recorded and then,
if you want to reconsider the motion, you can adopt the no fine/$5 fine approach.
