THE CITY OF RICHMOND, INDIANA, APRIL 17, 2014
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, April
17, 2014, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana.
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Vicki Robinson, Tony Foster and Dick Foore.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk; Sue
Roberson, Human Resources; Terri Quinter, Roseview Transit; Police Lt. Donnie Benedict; Assistant Fire
Chief Tim Brown; David Mears, Milestone Construction; Greg Stiens, City Engineer; Mike Lawson; Janet
Abner; Paul Bowes; Lisa Chandler; Sam Adelman; and, Media.
APPROVAL OF MINUTES
Mr. Foster moved to approve the minutes for the April 10, 2014 meeting with a second by Mr. Foore.
Upon a vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Foster moved to approve the claims for payment for April 18, 2014 in the amount of Six Hundred
Forty Four Thousand Five Hundred Sixty Five Dollars and twenty six cents ($644,565.26), supported by.
Mr. Foore. Upon a vote viva voce, the motion carried.
REQUESTS

Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried.

After a motion was duly made, the meeting was adjourned.
GRIEVANCE HEARING:
ROSEVIEW TRANSIT — GRIEVANCE — AMALGAMATED TRANSIT UNION LOCAL 1474
The following grievances were received from Mike Powers, Local 1474:
CONTRACT VIOLATION: Article A, B, C & A, B; Section 3 & 4:
■ Did not follow the contract. We have 1 part time driver who has been sworn into the Union and
paid initiation fees but has paid no dues. In step 1 & 2 of the grievance, the City says part time
employees are excluded. Please refer to Section 3 Agency Shop A, B & C, also Section 4 A & B.
We also have one fee objection as of January 2014. The union seeks $51.75 for back pay for
November and December of 2013. Step; 1 & 2 did not address this.
CONTRACT VIOLATION: SECTION 17 -C; Section 20, paragraph 4; Section 21 -13:
■ We are grieved that three members of Local 1474 were not given the stipend of $500.00 in
December 2013. And, again, overlooked for their CDL and uniform allowance total per $650.00.
The money due each drive is $1150.00. We maintain all of our drivers are due this by our contract.

Speaking to the grievances were petitioners Paul Bowen, International Vice President of
Amalgamated Transit Union; Mike Lawson, Local 1474 Business Agent; and Janet Abner, Financial
Secretary. Also responding was Sue Roberson, Director of Human Resources for the City of
Richmond.
This information were taken under advisement for due diligence.
