HomeMy Public PortalAbout05/01/86 Special CCMThe Council of the City of Medina met in special session on Thursday, May 1, 1986 at 5:45 P.M. Present: Mayor, Thomas Anderson; Councilmembers, Wilfred Scherer, Anne Heideman, Robert Mitchell, William Reiser; Clerk -Treasurer, Donna Roehl; Planning and Zoning Administrator, JoEllen Hurr; Attorney, Ron Batty; Financial Consultant, Jeanne Fredricks Thomas Anderson reported that he and Robert Mitchell had met with Neil Jansen of Pies Inc., a business that bakes pies for institutions. He stated that Mr. Jansen is inter- ested in relocating in Medina, from Minneapolis and that they had discussed tax increment financing to allow for the purchase of property for a building. He explained that Mr. Jansen has considered a five acre parcel in Grier Industrial Park for a 35,000 sq. ft. building, employing 40 people. JoEllen Hurr stated that his operation would require the use of from 16-24 sewer units. Anne Heideman stated that the large amount of sewer units would reduce the amount that could be allocated to lower water users. Jeanne Fredricks explained the tax projections for the existing tax increment districts. She stated that valuations were higher than anticipated and that there should be enough taxes generated to pay off the bonds including those for water tower construction. She advised that a limit of $700,000 be the maximum amount of bonds sold each year. council discussed amounts that could be allocated to individuals for projects after needed amounts for capital improvements were deducted. Thomas Anderson stated that Council should set policy for applications and that he would prefer to have low water users and good buildings. Robert Mitchell stated that the policy could limit an individual to purchase of property. Ron Batty agreed that a framework for requirements and policy for types of projects, should be prepared, with a maximum dollar amount specified. Robert Mitchell stated that he would like to encourage development outside of the sewer district. Anne Heideman stated that Mr. Grier should be contacted to find out if he would be inter- ested in rearranging lot lines in the Industrial Park to provide for a larger parcel. Thomas Anderson stated that he would liketo contact Mr. Jansen on Friday, May 2nd. Council agreed that they would allow $100,000 for building purposes, not including SAC or connection charges and that he must show a need for the funds.
