Mr. Peirce stated there were a number of questions raised at the last public hearing. Atty. Resnick stated they spent a little bit of time on the tax issue and this property was taken for $21,000. He then stated they are looking for a special permit under 210-128C, a special permit under 210-119 on the south side and a variance under 210-11D for front yard setback on Laurel Ave. Mr. Htet reviewed the Stormwater Management Regulations. He stated that because they are creating impervious surface there will be 2 cultec systems placed on the site that will collect water that will collect due to the loss of impervious surface. He reviewed the plans with the Board. He stated the infiltration system will be monitored during construction. Ms. Clark asked what the goal of the plan was. Mr. Perna stated it is to keep all the water coming onto the property to remain on the property. Ms. Clark asked what the maintenance would be. Mr. Perna stated to keep the drains clean and free of debris. Ms. Clark asked how long the system would last. Mr. Perna stated 20-30 years. Mr. Peirce asked if a percolation test was done. Mr. Htet stated there was one done on the Laurel Ave. lot but not this one. Mr. Peirce asked what year storm event is this designed to capture. Mr. Htet stated this calculation is based on the soil not a storm. The Board discussed the calculations. Atty. Resnick stated he would like to ask the Board for a continuation so they can provide the correct information. Mr. Peirce stated he had a few more questions. The Board discussed the plans. Mr. Peirce asked if there were any public comments. Walter Garland, 50 Downey Street stated that if the cultecs 611 up there will be overflow. Mr. Peirce stated that is why the Board is trying to find out the storm type. Mr. Garland stated in regards to the storm last week the area was flooded due to the water coming down Laurel Ave Atty. Resnick stated they can't fix Laurel Ave. at this point. Thomas Towle, 55 Downey Street discussed the plans with the Board. Douglas Parcher, 49 Downey Street asked if the betterment fees were paid. He then asked if Laurel Ave would be re -graded and Mr. Perna stated no. Atty. Resnick again asked for a continuation of the public hearing and requested an extension. Mr. Hyman moved to continue the public hearing until December 14, 2016 at 7:15pm. The motion was seconded by Ms. Clark and passed unanimously.
