MEDINA CITY COUNCIL MEETING MINUTES OF MAY 2, 2006
The City Council of Medina, Minnesota met in special session on February 25, 2006 at
6:04 a.m. in the Medina City Hall. Mayor Workman presided.
I. Call to Order
Members present: Weir, Workman, Cavanaugh, Smith
Members absent: Brinkman
Also present: City of Medina: City Administrator Chad Adams, Police Chief Ed
Belland, Planner Rose Lorsung, Public Works Superintendent, City Engineer Tom Kellog
and Finance Director Jeanne Day. Hennepin County: Marthand Nookala, Carl Michaud,
Jim Grube, Phil Eckert, and Gregory Karr.
II. Discussion of Cooperative Initiatives
Adams provided an overview of the five discussion items: 1). Location of City Public
Works facility on Hennepin County Public Works site; 2). Civil Defense Siren Location
on Hennepin County site; 3). Wind Turbine Location on Hennepin County site; 4).
Information Technology Center Backup_ Facility on Hennepin County site; 5). Hennepin
County connection to sanitary sewer.
Carl Michaud provided a presentation on the County's request for a wind turbine to
produce energy for the Hennepin County facilities to be located on their site. Discussion
occurred on noise of the turbine, utilization as an alternative/renewable energy source,
and process to get approval. Consensus was reached to direct the two staffs to work with
each other on additional study and ultimate approval.
Discussion was held on the size of a possible City public works facility and its location at
Hennepin County site. City operational costs and potential sharing of services were
discussed. Consensus was reached for the City to continue working with Hennepin
County on a possible fixture City facility on their site.
Sanitary sewer connection to Hennepin County facility was discussed, as well as the
history of the site. The County's vehicle wash is one primary reason the connection is
being requested even though the current system of eight years old is not experiencing
problems. Discussion was held on the City's concern of this connection limiting capacity
for sewer units through Met Council. City staff will monitor this discussion during the
Comprehensive Plan update.
An Information Technology backup center for Hennepin County was requested to be
added to the existing Hennepin County Public Works facility. Consensus was reached
that Hennepin County should submit the appropriate plans to the City for approval.

The location of a civil defense siren at the Hennepin County site was discussed. The
siren location is part of a broader City plan to identify coverage of the City. Discussion
was held on the City vs. County ownership of the siren.
III. Adjournment
Cavanuagh moved, seconded by Weir to adjourn at 6: 4, p.m, Motion passed
unanimously.
