Additionally, all Planning Commission meetings are tape-recorded and are available to the public for listening at the Town Center Offices from 8:30am — 2:00 pm, Monday through Friday, by contacting the Planning Office at 970/827-5645 302 Pine St. Minturn, CO 81645. Regular Session — 6:30 pm 1. Call to Order Chair L. Teach called the meeting to order at 6:30pm • Roll Call Those present: Chair Lynn Teach, Jeff Armistead, Greg Gastineau, Greg,Sparhawk and Burke Harrington. Note: Lauren Dickie was excused absent. 0 Pledge ofAllegiance 2. Approval of Agenda ® Items to be Pulled or Added Motion by Greg G., second by Burke H. to approve the agenda as presented. Motion passed 5-0. 3. Approval of Minutes ® February 14, 2018 Motion by Greg S., second by Greg G. to approve the minutes of February 14, 2018 as presented. Motion passed 5-0. 4. Public comments on items, which are NOT on the agenda (5 -minute time limitper person) None 5. Planning Commission Comments Greg S. expressed gratitude to the Minturn Community Fund and the Town, for organizing and executing the creative Barstool Race Event, which took place on Saturday February 24. 6. Planning Director Report Janet H. commented that the Design Review Guidelines will need to have a RFP Request for Proposal and approval of expenditures from Council before it can begin. Needs to go to bid. EVLT & Minturn Planning submitted a GOCO Grant for 45K to pay for the legal fees and EVLT fees to place the Boneyard into a Conservation Easement. SIF water tap application forms, have changed due to thorough review and the requirement. Additional work is needed. Will be reviewed by Council in upcoming meetings, then passed by an ordinance. 7. Union Pacific Railroad Property —chain link fences —code compliance The town council has requested the town manager to bring the UPRR into code compliance. The Planning Director is assisting with zoning and process. The Code Enforcement officer will then work to bring UPRR into zoning compliance, i.e. leases. Part of this compliance is if the town should require fencing. It is being asked of Planning Commission direction if fencing should be a requirement. Burke H. as a lease holder of the UPR property, stated that he doesn't like chain-link fences and they don't look good. He showed concern on the area disorders, as he rents part of the property for his business and clarified he would do anything it takes to preserve it. Greg S. and Greg G. suggested to directly fine the RR owners for any violations, since they own the property, they should address any issues with their tenants. They are responsible for enforcing and ensuring their renters are complying with the regulations in town. They recommended no fencing. Planning D. stated Code Enforcement would be taking that direction. Jeff A. suggested instead of chain fences to plant trees, of the same height as the fences would be. As a condition of a special use permit, to contain the area with landscaping. Lynn T. disagreed and said her property has already a chain-link fence and it is less expensive, of low maintenance and you can see through it. Direction is not to require fencing on the lease lots on UPRR. 8. Next Meeting —March 14, 2018 9. Adjournment. Motion by Greg G., second by Jeff A. to adjourn the meeting at 8:00 pm.
