COMMENTING ON THE DRAFT LOUDOUN COUNTY RESOURCE
MANAGEMENT PLAN
WHEREAS, the Loudoun County Planning Commission and Board
of Supervisors have requested comments on the revised draft of
the Loudoun County Resource Management Plan; and
WHEREAS, this Council met with representatives of the Loud-
oun County Planning Commission and Board of Supervisors on April
19 to discuss features of the plan:
THEREFORE, RESOLVED by the Council of the Town of Leesburg,
Virginia, as follows:
The following general comments and recommendations~are here-
by authorized for transmittal to the Loudoun County Planning Com-
mission and Loudoun County Board of Supervisors:
(1) Zoning in the Leesburg sewage treatment and water ser-
vice areas should provide land use densities which can be economi-
cally served by the systems.
(2) Appropriate land use planning and zoning decisions should
be made by the County to protect the Route 7 corridor to the east
of the Leesburg"community development area" from intensive com-
mercial and residential development.
(3) The concept of concentrating development around existing
towns within Loudoun County is endorsed, provided commercial uses

are located within town centers.
(4) The Loudoun County land use plan should encourage a
balance of growth and development among the various geographic
areas in the County to protect the social and political inter-
ests of all segments of the County.
(5) The County land use plan should explicitly commit the
County to a policy under which the area of each town's political
jurisdiction is increased commensurate with the urban development
associated with the town. The plan should recognize the burden
of government services must be derived equitably from all persons
who benefit from these services and that areas developed to urban
densities need to be part of incorporated municipalities.
