The council of:Bal. Harbour Village met at the Administration..
Building, Monday, December 17, 1951 at.S:00 o'clock p.m.
There were present: Messrs. Beatty, Simons, Stokely
and bt. Leonard.
Absent: Mr. Brown
Also present were W. H. Webb, Village Manager; Mary Wettener,
Village Clerk; and Fred Baisden, Village Attorney.
' The minutes of the previous meetingsof October 22nd and .
November 23rd were read and on motion ;of Mr. Simons, seconded by
Dr. Leonard, the minutes were approved..
Mr. Stokely informed the council that the first order of
business was to haai Mr. Henry from the Emerald Isle Hotel and that,
the council intended to settle the matter of his signe lrf front of `►
the'hotel'which were erected without permission. Mr. Stokely and
Mr. Webb reviewed Mr. Henry's case for the council aud'then Mr.
Henry was asked to state his side of the question.
.Mr. Henry said he wished to make referenne to the minutes of
November 23r4 and said that be did not agree to move the.:signs end
plant the hedge in front of the hotel. Be said that at the time
he erected the signs he did not knout there was an ordinance against
them and that he was willing to take his case into the courts and ,
test the village right to remove them. He stated that-the.lights t
were there .to light the driveway entrances and he couldn'tsee.
wby if large signs were alloyed on the hotels he couldn't beve the
signs at the foot of. the parking area the way they were. Arter
considerable discussion the council felt that inasmuch as Mr.
Henry had made an effort to cembIy with their wishes and change the
signs that he should be granted a little more time to Procure the
size globe for the top that would be satisfactory to all concerned.
Mr. Stokely suggested to Mr.. Henry that application for the signs
ahead be made in the regulai manner. Mr. Henry said that before
he changed the signs he would like to know if he would be permitted
to put a large sign on the front of the hotel. Mr. Stokely said
he should apply for this permission in the regular manner. 'Mr.
Henry said that he would like to talk to his attorney and get his
opinion on whetherhe had to change the signs. The mayor said that
he would entertain emotion to dispose of this item. It ees moved
by Mr. Simons, seconded by Dr; Leonard, that the council would go',
along with Mr. Henry, as previously committed, until he could -get
larger globes for the top of the signs, but if the signs were not
changed to ones suitable to the council within ten days (Dec. 28th)
the Village Manager was authorized to have the signs taken down,
and unanimously voted.
Mr. Webb reported that he had obtained three bids on the Jeep
Station Wagon and that he had been informed by all the appraisers,.

that they were Malted by 0.P.S. en the „price they could offer. 'He
presented two appraisals of $1,550.00 and:One at $11525.00. After ,
discussion it was moved by Mr. Beatty,_sebonded by Dr. LeoStd, end
unanimously voted that the Village would purchase the Jeep for the
sum of $1,72500 to be paid October 1, 1952. •
- Mr.. Webb said that he had the letter from Mr. Robert Graham
regardin(Miami Beach Heights'. permission to construct the turn
aromas at Camden Drive and Bal Bay.Drive. Mr. Baisden read the
letter to the council. Upon motion of Mr. Simons, seconded
Dr. Leonard, it was unanimbusly voted that the council wouldaccept
the agreement of Miami Beach Heights. ,
Dr. Leonard reported that inasmuch as Mr. Robert Graheth had
been ill he and Maier Stokely had not approached him with regard to ,
obtaining a site for the municipal Wilding.' '
Mr. Webb said he wished. to call to the attention of the
council the fact that a new electrical company had been forted •
under the name of Dade Electric and on the two Jobe'. they had obtained
in Bel Harbour their work had been found to be most unsatisfactory..
He said he had talked with the Electrical Inspector and it vas their -
opinion that their license should'. not be renewed. -The .council agreed... -

to this decision. • '
Mayor Stokely said he had received a letter from Mr. Burnett
Roth chairman of the local committee to correlate action being. $aiin
against the dynamite bombings asking that Bal Harbour pass a similar
ordinance to that of the City of Miami Beach against such crimes and
sale of explosives. Upon motion of Mr; Simons, seconded by Dr.
Leonard, the letter was tabled.
There being no further business before the meeting was adjourned.
