A RESOLUTION: DENYING AN APPLICATION FROM THE FLIGHT TRAINING
FOUNDATION, INC., TO CONDUCT FLIGHT TRAINING OP-
PERATIONS AT LEESBURG MUNICIPAL AIRPORT (GODFREY
FIELD)
WHEREAS, The Flight Training Foundation, Inc., hereinafter
referred to as Applicant, has made application to the Leesburg
Town Council and Airport Commission for permission to conduct
flight training operations at Leesburg Municipal Airport under
Chapter III of the airport rules and regulations; and
WHEREAS, the Leesburg Town Council may deny any application
or proposal to conduct commercial operations at the airport in
accordance with Section 5 of Chapter III of the airport rules
and regulations; and
WHEREAS, the Applicant has refused to provide information
to the Leesburg Airport Commission essential to review of its
proposed operations at the airport; and
WHEREAS, the Applicant does not intend to meet the minimum
qualifications, standards and requirements established by the
airport rules and regulations for its proposed operations; and
WHEREAS, the Leesburg Airport Commission, by its resolu-
tion dated May 16, 1978, denied a fixed base operator's license
for the Applicant:
THEREFORE, RESOLVED, by the Council of the Town of Leesburg,
Virginia, as follows:

SECTION I. The application from The Flight Training Founda-
tion, Inc., for permission to conduct fixed base operations, in-
cluding the flight training or ground school at Leesburg Municipal
Airport, is hereby denied for the aforementioned reasons in accord-
ance with Chapter III, Section 5 and Section 12 of the airport
rules and regulations.
SECTION II. No future application from The Flight Training
Foundation, Inc., for permission to conduct aeronautical activity
on the airport under the former airport rules and regulations re-
pealed March 8, 1978, will be accepted or considered.
SECTION III. The airport director is hereby authorized and
directed to transmit a copy of this resolution to The Flight Train-
ing Foundation, Inc.
