ATTENDEES.
Committee members present: Jim Branch, Laura Ward, Glen Costales, Mark Schreiber, and Ken
Hussey.
Staff present : Drew Hilpert, Gail Strope, Britt Smith, Bill Lockwood, and Janice McMillan.
Others present : Mayor Carrie Tergin, Madeleine Leroux, Ron Medin, Cindy Layton, and
Stephanie Bell.
Meeting came to order at 8:00 a.m. Councilman Hussey made a motion to approve the minutes
which was seconded by Councilwo man Ward. The motion passed 5-0.
Fountain of Hope.
Presented by Drew Hilpert. Mr. Hilpert explained that the Arts Foundation desired to construct a
Fountain to be called the “Fountain of Hope” in the ally next to Saffees. That staff position on
the request was neutral because costs to maintain such a fountain have not been determined. Ron
Medin discussed the benefits of the project and expressed concern that the draft lease put too
much responsibility on the Foundation. Cindy Layton discussed the benefits of the Fountain
project. Stephanie Bell expressed the position of the Downtown Association. Britt Smith
expressed what he believed could be the types of maintenance required for such a Fountain.
After questions and discussion, the discussion concluded with direction that the Fountain design
would continue and that Staff and Mr. Medin would work on a maintenance agreement.
Show Me Pace ordinance.
Presented by Drew Hilpert. Mr. Hilpert explained that the bill would allow Show Me P ACE to
operate within the City as an authorized PACE board and would allow future PACE boards to
operate within the City limits. After discussion and questions by the Council, Councilman
Hussey made a motion to move the bill onto the Council for further consideration, which was
seconded by Councilman Costales. The motion passed 5-0.
Administrative Search Warrant ordinance.
Presented by Drew Hilpert. Mr. Hilpert explained that the bill would allow municipal search
warrants to be used for building code and nuisance code violations. After discussion and
questions by the Council, Councilman Hussey made a motion to move the bill onto the Council
for further consideration, which was seconded by Councilman Schreiber. The motion passed 5-
0.
Junked Motor Vehicles ordinance.
Presented by Drew Hilpert. Mr. Hilpert explained that the bill would apply nuisance procedures
to junked boats and trailers. After discussion and questions by the Council, Councilman Costales
made a motion to move the bill onto the Council for further consideration, which was seconded
by Councilwoman Ward. The motion passed 5-0.
Purchase of Tobacco by minors ordinance.
Presented by Drew Hilpert. Mr. Hilpert explained that the bill would prohibit minors from
purchasing any tobacco products and not just cigarettes. After discussion and questions Mr.
Hilpert advised he would bring the bill back to the Committee after researching whether
“tobacco products” was defined and make a recommendation whether e-cigarettes should be
included.
Appointments Review
Presented by Gail Strope. The committee reviewed the recommendations by Mayor Tergin.
After Discussion Councilman Hussey made a motion to move the bill onto the Council which
was seconded by Councilman Costales. The motion passed 5-0. The approved members were

Public Comments
Mayor Tergin noted that all the applicants for citizen bodies could now be viewed as part of the
packet.
Councilman Costales made a motion to adjourn which seconded by Councilman Hussey. The
motion passed 5-0.
