OF THE STORM WATER MANAGEMENT
BOARD OF THE CITY OF RICHMOND
RESOLUTION 11 -2008
WHEREAS, the Board of Directors ('Board ") of the Department of Storm Water
Management ('Department ") of the Storm Water District ('District ") of the City of Richmond,
Indiana ( "City "), operating pursuant to the provisions of IC 8- 1.5 -5, has caused an investigation to be
made of areas within the District and finds that there are parts of the District which are presently not
adequately serviced by storm water systems for the collection and transmission of storm water in a
sanitary manner, and further finds that it is necessary for the public health and welfare and will be of
public utility and benefit to construct certain storm water drainage and storm water sewer
improvements as described in Exhibit A attached hereto and incorporated herein by reference,
together with necessary appurtenances, related improvements and equipment ( "Project ") to serve the
District; and
WHEREAS, the City has acquired all lands, and has or will acquire all easements, and /or
rights -of -way necessary to construct the Project; and
WHEREAS, plans, specifications and estimates for the Project have been prepared and are on
file with the Department and can be inspected at the office of the Richmond Sanitary District;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
DEPARTMENT OF STORM WATER MANAGEMENT OF THE CITY OF RICHMOND,
INDIANA:
Section 1. (a) The Board preliminarily finds that it is necessary for the protection of the
public health and welfare of the inhabitants of the District and the safeguarding of the property within
the District and will be of public utility and benefit, to construct the Project, all in accordance with the
materials prepared by the consulting engineers employed by the Department, which materials consist
of maps, plans, specifications, drawings, details, descriptions and estimates and are on file with the
Department, and those materials are hereby approved and adopted.
(b) The Board will undertake the Project, the estimated cost ofwhich, including incidental
expenses in connection with the Project and the financing therefore, is $16,500,000. The Board finds
that funds on hand will be available to apply towards Project costs. Therefore, a portion of the
Project costs shall be paid from the issuance of revenue bonds in the estimated amount of
$13,500,000.
(c) A public hearing shall be held on the question of the public utility and benefit of the
Project on the 23r day of December commencing at the hour of 10:00 a.m. in the Sanitary District
Board Room, 2380 Liberty Avenue, Richmond, Indiana, at which time the Board shall receive and
hear remonstrances from all persons interested in or affected by the Project and proceedings and will
take final action to determine the public utility and benefit of the proposed Project and will confirm,
modify or rescind this resolution.
Section 2. Notice of the adoption of this resolution and the purport thereof and ofthe fact
that such plans, specifications and estimates have been prepared and can be inspected, and setting out
the date, time and place of the public hearing shall be published and posted pursuant to applicable
law.
Section 3. This resolution will be open to inspection by all persons interested in or
affected by the Project.

Proposed Project
In 2002, the City of Richmond, Sanitary District, completed three capital improvement
master plans. These included a comprehensive CSO plan, a Stormwater Management plan and a
Sanitary Sewer plan. Included in these plans were projects for the conveyance system improvements
and at the wastewater treatment plant. Specific projects that now need to be funded include:
replacement of the East Side interceptor in phases, Tertiary Building Modifications and Improvements
and South East Basin Relief Interceptor. The East Side Interceptor includes the replacement of the
existing sewer with a larger sewer starting at the wastewater treatment plant (WWTP) and extending
to the new Chester Blvd Interceptor siphon near North 8th Street. Phase 1 runs from the WWTP to
near South "G" Street and includes an additional siphon pipe for the West Side Interceptor. The
Tertiary Building project includes media, backwash, valve and pump improvements. The South East
Basin Relief Interceptor consists of a new sewer from the WWTP to South 34th Street.
Other components of projects in the master plans include: Additional Primary Treatment
Modification, Activated Sludge Process Modifications and Improvements, Final Clarification
Modifications and Improvements, South "G" Street Collector Sewer Improvements, NW 13th Street
Interceptor Sewer Improvements, South "H" Street Collector Sewer Improvements
and improvements to the CSO Disinfection Facilities.
