AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING
THE MAYOR AND CITY CLERK TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH MIDWEST ATC SERVICE, INC., FOR THE PURPOSE OF
PROVIDING AIR TRAFFIC CONTROL SERVICES AT THE JEFFERSON CITY
MEMORIAL AIRPORT FOR THE PERIOD JULY 1, 2015, THROUGH JUNE 30,
2020.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. The Mayor and Clerk are hereby authorized to execute a
Professional Services Agreement with Midwest ATC Service, Inc., for Air Traffic
Control Services at the Jefferson City Memorial Airport for the period July 1,
2015, through June 30, 2020.
Section 2. This agreement shall be substantially the same in form and
content as Exhibit A attached hereto.
Section 3. This Ordinance shall be in full force and effect from and after
the date of its passage and approval.

RECOMMENDATION:
Approve a contract with Midwest Air Traffic Control for operation of the control tower at the
Jefferson City Memorial Airport. The agreement lists the term as July 1, 2015 through June 30.
2020. The cost of the first year of the term, July 1, 2015 through June 30, 2016 is listed as
$83,868.00.

Dear Mr. Craft:
Midwest Air Traffic Control has received notification from the FAA Contracting Office of a
contract award effective July 1, 2015. The monthly billing rate included in the attached
agreement reflects the authorized rates in contract DTFAWA-15-C-00019 for the first year
of the term, July 1, 2015 to June 30, 2016. However, this rate includes outdated employee
compensation items which are being addressed within the FAA currently, and a
modification that will increase this monthly billing rate will be sent to you as soon as it is
finalized. In addition, there is some discussion regarding adjusting the contract term to
align with the government fiscal year. We are working through these issues but for now,
do need to update our cost share agreements to reflect the new contract as it stands
today.
