AN ORDINANCE. TO APPROPRIATE FROM THE LOCAL ROAD AND STREET FUND.
'aiHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that it is now necessary
to appropriate more money for the various functions of the City
Government than was appropriated in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1. That for the expenses of the City Government and its
institutions for the year ending December 31, 1983, the following
amount of money is hereby appropriated and set apart out of the fund
named and for the purpose specified. Said sum being subject to the
law governing the same. Such amount appropriated shall be held to
include all expenditures to be made during the year unless expressly
stipulated by law.
SECTION 2. That for the said fiscal period there is hereby approp-
riated from the Local Road and Street Fund the following specified amount
to meet the extraordinary emergency hereby declared to exist:

LOCAL ROAD AND STREET FUND $440,000. $440,000.
These funds are to he appropriated for the following:
Construction and Engineering Fees for
South "i," Street Project
SECTION 3. 'Phis Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject to the laws
of the State of Indiana governing emergency appropriations.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Municipal Building of said City February 22, 1983, at the hour
of 7:30 p.m.
Councilman Mills presided with the following members present:
Messrs. Elstro Williams Henry ,
Hankinson Welch Parker ,
Carter , Paust
Absent: None ,
The following business was had to -wit:
(OTHER BUSINESS HAD)
The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of February 9 and February 16
Said notices stated that a public hearing would be held on the 22nd day of
February, 1983, by the Common Council to consider additional appropriations as
provided for in Ordinance No. 6-1983 , within the City of Richmond, Indiana.
The proof of publication and posting of notices were examined and found to be
correct and in order.
On February 22, 1983 Councilman Welch moved the proof of publication and posting
of notices be received and ordered filed, seconded by Councilman Hankinson, and
on voice vote the motion was carried.
On February 22, 1983 the Clerk read on second reading Ordinance No. 6-1983, and
the public hearing was held. The public was informed final passage would be on
March 7, 1983.
On March 7, 1983, Ordinance No. 6-1983 was placed on final passage or rejection
and on a call of the roll the following was recorded:
Ayes: Henry Hankinson Welch Parker ,
Paust Mills ,
Noes: Elstro Williams Carter
Absent: 0
The vote being 6 to 3 in favor of passage of Ordinance No. 6-1983.

There being no further business on motion duly made, seconded and passed, the
meeting was adjourned.
