AN ORDINANCE AMENDING QIAPTER 1S4 OF THE MUNICIPAL CODE, BEING ORDINANCE NO. 2325-1968,
COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUNF
3, 1968, PROVTDTNG FOR THE REZONING OF PROPERTY LOCATED AT 101 AND 109 RICHMOND AVE-
NUE FROM R-3 ONE -TO -EIGHT FAMILY RESIDENCE DISTRICT TO C-2 COMMERCIAL DISTRICT.
WHEREAS, the Zoning Map which is part of Ordinance No. 2325-1968 designates and des-
cribes as R-3 One -to -Eight Family Residence District the property located
at 101 and 109 Richmond Avenue; and,
WHEREAS, it is the intent and purpose, hereof to change the zoning classification of
said property from R-3 One -to -Eight Family Residence District to C-2 Com-
mercial District; and,
WHEREAS, a study of this Ordinance was conducted by the Richmond City Plan Commis-
sion the 26th day of April, 1983, at which time remonstrances were heard
from all parties interested in or affected by this Ordinance; and,
WHEREAS, the vote of the Richmond City Plan Commission was nine (9) to zero (0) in
favor of recommending the passage of Ordinance No. 20-1983.
NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Indiana,
as follows:
SECTION 1. That the zoning classification of the property described below be, and
the same is hereby changed to C-2 Commercial District and that said property
be regulated in accordance with the Zoning Ordiaance of the City of Rich-
mond, Indiana, and all amendments thereto.
The following parts of Lots numbered 118, 119 and 120 in the Haynes Addition
to the City of Richmond, described as follows, to wit:
Beginning at a point on the north line of said Lot 118, located 14 feet 4
inches west of the northeast corner of said Lot 118; thence south, parallel
with the east line of said Lot 118 a distance of 92 feet; thence east,
parallel with the north line of said Lot 118 to the easterly line of said
Lot 120 (being the west side of West. First Street); thence northeastwardly
along the west side of West First Street to the northeast corner of Lot
120; thence west along the north line of said lots to the place of beginning.
SECTION 2. This Ordinance shall be in full force and effect from and after its pas-
sage and approval as by law required.

Re: Ordinance No. 20-1983
Dear Mr. Mills, Members of Comm Council and Mrs. Trimble:
The Richmond City Plan Commission conducted a public hearing on Tuesday,
April 26, 1983, on the petition of Second National Bank, owner; Ron Cross
Agent, requesting to rezone from R-3 One -to -Eight Faimly Residence District
to C-2 Commercial District the property located at 101 and 109 Richmond
Avenue.
Thirteen (13) notices of public hearing were sent to surrounding property
owners with one (1) returned in favor and none in opposition to the re-
quest.
The Plan Commission voted nine (9) to zero (0) to recommend the passage of
Ordinance No. 20-1983, and pursuant to I.C. 36-7-4-607 determined the fol-
lowing:
1. The property in question is adjacent to C-2 district
and is located along a major thoroughfare.
2. The long-term land use development for the area is
commercial rather than residential and the requested
rezoning would be a logical extension of existing
commercial district.
