April 28, 1983 Mr. Kenneth Mills, President Members of Commn Council and Mrs. JoEllen Trimble, City Clerk Municipal Building Richmond, Indiana 47374 Re: Ordinance No. 20-1983 Dear Mr. Mills, Members of Comm Council and Mrs. Trimble: The Richmond City Plan Commission conducted a public hearing on Tuesday, April 26, 1983, on the petition of Second National Bank, owner; Ron Cross Agent, requesting to rezone from R-3 One -to -Eight Faimly Residence District to C-2 Commercial District the property located at 101 and 109 Richmond Avenue. Thirteen (13) notices of public hearing were sent to surrounding property owners with one (1) returned in favor and none in opposition to the re- quest. The Plan Commission voted nine (9) to zero (0) to recommend the passage of Ordinance No. 20-1983, and pursuant to I.C. 36-7-4-607 determined the fol- lowing: 1. The property in question is adjacent to C-2 district and is located along a major thoroughfare. 2. The long-term land use development for the area is commercial rather than residential and the requested rezoning would be a logical extension of existing commercial district.
