PUBLIC HEARING
COMMUNITY FOCUS FUND
. January 12, 1990
A public hearing was held on Fri -day, January 12, 1990 at 4:00
P.m. in City Hall. Present for the hearing were Mayor Michael
Harmless, Clerk- Treasurer Judith Berry, City Attorney Larry Wilson,
Michael Shaver, Councilor Sue Murray, Councilor Tim Conway,
Councilor Bob Sedlack, Bill Lawrence, Terry Hall, Thelma Duncan,
Steve Gardner, Reid Nolte, Dick Andis, and Eric Bernsee.
Mr. Shaver presented an explanation of the Greater Eastside
Sewer Separation Project, the grant procedure, and grant criteria.
During the discussion, Mrs. Thelma Duncan, resident of the
Greater Eastside, asked if the lateral repairs discovered during
the smoke testing would be the responsibility of the homeowner.
Mr. Shaver responded that normally the lateral repair would be the
homeowners' cost, however, the city administration is requesting
that a portion be included in the project for low -to- moderate
income families. Mr. Gardner, also a Greater Eastside resident,
asked if the people with broken laterals will be notified. Mr.
Shaver noted that they would be and that right -of -entry documents
would be prepared to allow the repair work to occur on private
property. The discussion continued including points concerning the
low -to- moderate income level., continuation of the project over a
four year period without the grant award, and the approximate
construction timetable with the grant award.
Mayor Harmless noted that he, Bill Lawrence, and Jim Wright
distributed letters to each of the households in the Greater
Eastside explaining the project and inviting residents to the
public hearing. He continued that Mrs. Frost, a resident, called
with three points concerning the project: 1. that curbs on the
• east side of First Street were not addressed when the new school
was built and she wanted to make sure that water runoff was
considered, 2, that the project included Avenues F and G that are
often forgotten, 3. that repaving the streets was included in the
project.
Also presented during the hearing was the Local Displacement
Plan. Mr. Shaver read the plan in its entirety and explained its
content. Mayor Harmless noted that the Greater Eastside Sewer
Separation Project caused no displacement of residences or
businesses. Councilor Murray moved to approve the Local
Displacement Plan as presented. This motion was seconded by
Councilor Sedlack, and was carried by an aye unanimous vote of the
Councilors present.
With no further discussion, the meeting was adjourned at 4:55
p.m.
