MEDINA CITY COUNCIL MEETING MINUTES OF MAY 3, 2011
The City Council of Medina, Minnesota met in special session on May 3, 2011 at 6:00
p.m. at the Medina City Hall, 2052 County Road 24, Medina, MN.
I. Call to Order
Members present: Pederson, Weir, Siitari, Crosby (arrived at 6:30 p.m.)
Members absent: Siitari
Also present: City Administrator Chad Adams, City Planner Dusty Finke, Police
Chief Ed Belland and City Attorney Ron Batty.
II. Workforce Housing Opportunities and Policy Discussion
Adams provided an overview of the purpose of the session and provided background on
the City's past policy discussions related to workforce housing.
Kim Vohs and Phil Milne with Interfaith Outreach Community Partners (IOCP)
discussed their organization and partnerships they implemented with other area
communities to establish workforce housing.
Ellen Higgins and Amanda Novak with CommonBond Communities provided a
background of their organization and partnerships they have entered into with IOCP and
cities to establish and manage workforce rental -occupied housing projects.
Jeff Huggett with Dominium discussed his company and their interest in developing
property in Medina to include rental -occupied townhomes. Huggett stated he has also
partnered with a number of metro communities and explained how partnering and other
assistance score points to obtain state tax credits.
Crosby arrived at 6:30 p.m.
Discussion was held on the tools used to implement workforce housing, including: the
reduction or forgiving of fees; fast track approvals and permitting by a City; financial
support in the form of Tax Increment Financing (TIF) or Community Development Block
Grant (CDBG) funding, etc.
Discussion was held on the state tax credit program and use of TIF for workforce
housing.
The Council agreed that the referenced tools should be crafted into a housing policy
following additional staff review and understanding of the State tax credit program.
