A RESOLUTION: INITIATING AMENDMENTS TO THE LEESBURG ZONING
ORDINANCE TO AMEND THE DEFINITION AND USE STANDARDS
FOR BED AND BREAKFAST WITHIN THE R-HD ZONING DISTRICT
WHEREAS, the Town Council encourages commercial growth, development, and
tourism within the Town; and
WHEREAS, in an effort to foster said commercial growth, development, and tourism,
Town Council seeks to review its definition, policies, and use standards related to Bed and
Breakfasts within the R-HD Zoning district ; and
WHEREAS, Bed and Breakfasts are currently regulated pursuant to Zoning Ordinance
Section 18.1.16, Definitions, Bed and Breakfast, and limited to five (5) or fewer rooms without
cooking facilities, and
WHEREAS, the definition of Bed and Breakfast further allows weddings, receptions, and
business meetings as an ancillary use within a commercial zoning district only; and
WHEREAS, Bed and Breakfast is further regulated through Use Standards as defined
within Zoning Ordinance Section 9.3.2 Bed and Breakfast Inns; and
WHEREAS, a Bed and Breakfast is currently allowable in the R-HD Zoning district by
Special Exception; and
WHEREAS, the public necessity, convenience, general welfare, and good zoning practice
require the proposed amendments.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:

ORDINANCE TO AMEND THE DEFINITION AND USE STANDARDS
FOR BED AND BREAKFAST WITHIN THE R-HD ZONING DISTRICT
SECTION I. Amendments to the Zoning Ordinance are hereby initiated, and referred to
the Planning Commission to establish appropriate amendments and Use Standards for a Bed and
Breakfast use within the R-HD zoning district in the Town of Leesburg;
SECTION II. The Planning Commission shall hold a public hearing to consider these
amendments to the Zoning Ordinance, and report its recommendation to the Town Council
pursuant the Section 15.2-2204 of the 1950 Code of Virginia, as amended.
