HomeMy Public PortalAbout1952-01-21 MeetingThe council of Bal Harbour Village met at the -Administrations Building, Monday, January 21, 1952 at 8:00 o'clock P.M. There were present: Messrs. Brown, Sithons, Stokely and Dr. Leonard. « Absent: ; Mr; Beatty Also present were W. H. Webb, Village Manager; Mary {letterer, Village Clerk; and Fred Baisden, Village Attorney. The minutes of the previous meeting of December 17, 1951 were readand approved. Mr. Stokely 'aid he wanted to report'to the council what be knew about the Werald Isle Hotel sign matter and told the council that on December 28th, which was the deadline for removing the signs, Mr. Benry had called him and asked for a meeting of himself, Mr. Henry, Mr.: Webb, Mr. Baisden and Mr. Henry's attorney to be held January 2nd. 'Mr. Stokely said that he had called all the. councilmen in town and they, agreed to this extension. Afte that be received; no more word from Mr. Henry. .Mr. Baisden said , Carl Hoffman,, Mr. Henry's attorney, had contacted him and asked, for a copy of the sign ordinance which was sent :to him. After reading this Mr. Hoffman evidently counseled Mrs Henry'to remove the signs as -they had been taken down. Mr. Stokely thenreported that he had seen Mr. Robert Graham about the site for the municipal building and Mr. ,Webb pointed out the seetion.they had been offered is known as Tract "C" on ;the record plat, Mr. Stokely said that Mr. Graham had offered to sell this Tract for the sum of $18,op0.00, which could be paid by 25%. down and the balance over a pe od of five years. Mr. Brown said that he ;still wouleiike to have the Village acquire -the triangular piece of ground at 96th Street and Collins Avenue for the building. Both: Mr. Stokely and Dr. Leonard mid ,they had asked about this piece, but Mr. Graham was not in favor of selling it to the Pillage It was the concensus of opinion that the councilmen would try and see Mr. Graham again about the 96th Street triangle and also to tell him that they thought $18,000.0.0 was too high for Tract nn due to its proximity to the bridge leading to Bay Harbor. -- Mr. Webb explained that for the Lien Roll against the oceanfront lots the council would have to approve the expenditures for the work to set up a confirmation date. He said that the total expenditures had amounted to $5,135.00, The actual construction in the amount of $4.,860.00 and Engineering fees totaling $275.00. This total figure means an assessment of $1.9052 per lineal foot of sidewalk.` It was moved by Mr. Brown, seconded by Dr. Leonard, and unanimously voted that all property owners concerned be notified of the cost of the sidewalk and be so assessed. Mr. Brown also suggested that the lien statements be held until March 1st. JANUARY 21. 1952` Mr. Webb said that Miami Beach Heights, Inc. had authorized their engineers and attorneys to prepare the assignments of utilities to the Village and had given the Village -a letter confirming this -fact. It was moved by Mr. Brown, Seconded by Dr. Leonard and Unanimously voted -that a copy of the letter should, be spread on the minutes of this meet- ing. Mr. Willard H. Dear Bill: January 7, 1952 About a month ago when I" returned to Florida I notified our attorney, Mr. °etchings Merrell, and our engineers, Zurwelle Whittaker to prepare assign- ments of transferring all of"our rights•"of;various utilities to the village. I am glad to advise that they are working on this and as soon as possible this assignment will be made. I will "appreciate any help you can give our engineers and attorney in expediting the completion of this work. Very truly yours ROBERT C. GRAHAM President RCG:L Mr."Webb said the -Village had received notification of an appli cation by the North Dade Transit' Company. to, the Florida Railroad and Utilities Commission to operatettheir busses on Collins Avenue through Bal.Harbour.' Mr, Stokely 'sai he would like to contact Mr. White of the 'Coast Cities -Coaches andget bisopinion of this. The Councilmen then considered the financial statement of the village AU. the fiscal year"ending September 31, 1951. Upon motion'of Mr. Simons,: seconded by Dr. Leonard, the audit was unanimously accepted. Mr. Webb then. told the council that he had a letter from Mr. Gene Smith, Town Manager of'Surfside, explaining" that the Blue Cross Insurance Company was willing to pool all the employees of Bel Har- bour, Bay Harbor, and Surfside in order to take advantage of their "Preferred" Plan. Be said that for thernezt budget he would like to include insurance for all employees to be paid by the Village. Mr. Webb read to the council a letter from.Mr, Robert C. Graham Jr. e$ptessing his appreciation for the resolution pissed .by the council and sent to him.
