Minutes of the Committee of the Whole Workshop of the President
and the Board of Trustees
Held on June 8, 2020
Boardroom/Virtual
Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee
Kalkanis (Electronic), Trustee Wojowski (Electronic), Trustee Benton (Electronic), and Trustee
Bonuchi (Electronic), and Trustee Calkins (Electronic). Board absent: Trustee Larson. Others
Present: Brian Murphy, Village Administrator (Electronic); Michelle Gibas, Village Clerk
(Electronic); Allen Persons, Public Works Director (Electronic); Jon Proulx, Planning Director
(Electronic); Lonnie Spires, Building Official (Electronic); Traci Pleckham, Management Services
Director (Electronic); Rick Kaczanko, IT Director (Electronic), and John Konopek, Chief of Police.
Trustee Bonuchi moved to approve the Minutes of the Special Meeting and Committee of the Whole
Workshop held on May 11, 2020 and Minutes of the Special Committee of the Whole Workshop held
on May 26, 2020. Second by Trustee Kalkanis. Voice Vote. All in favor, 0 opposed. Motion carried.
PRESIDENTIAL COMMENTS
Mayor Collins:
• Administered the Oath of Office to Troy Miller, Police Sergeant.
Mayor Collins and Chief Konopek recognized and thanked Roger Bonuchi for 19 years of service to
PEMA. Mr. Bonuchi retired at the rank of Captain.
TRUSTEE COMMENTS
Trustee Kalkanis:
• Thanked the Plainfield Police for their efforts with the Plainfield Picnic, protestors, and social
media updates.
• Expressed concern regarding the semi -trucks still driving through a neighborhood and stated
that this problem needs a solution and suggested a more permanent structure to physically
stop the trucks from entering the subdivision.
• Suggested getting proof from the companies that they are addressing the trucks driving
through Dayfield with the truck operators.
Trustee Wojowski:
• Stated that there needs to be a permanent solution to the trucks driving through Dayfield
Subdivision.
• Congratulated Sergeant Troy Miller and thanked Roger Bonuchi for his years of service.
• Commented on the parklets for outdoor dining downtown and continuing the road closure in
the summer and on weekends.
• Would like in -person meetings to start soon.
• Suggested a meeting regarding police policies and procedures.
Trustee Benton:
• Congratulated Sergeant Troy Miller and thanked Roger Bonuchi for his years of service.
• Stated that there must be a permanent solution to stop the trucks from entering Dayfield
Subdivision.

• Commented on the parklets for outdoor dining.
• Thanked the Police officers for providing safety for protestors and for continued
communication.
• Stated that the Village should look at police policies and procedures.
Trustee Bonuchi:
• Congratulated Sergeant Troy Miller and thanked Roger Bonuchi for his years of service.
• Thanked Chief Konopek for his leadership.
• Stated that there must be a permanent solution to stop the trucks from entering Dayfield
Subdivision.
• Commented on outdoor dining.
Trustee Calkins:
• Congratulated Sergeant Troy Miller and thanked Roger Bonuchi for his years of service.
• Stated that there must be a permanent solution to stop the trucks from entering Dayfield
Subdivision.
• Commented on outdoor dining and possible expansion.
Chief Konopek and Brian Murphy gave a brief update on efforts and potential solutions to stop the
trucks from entering and driving through Dayfield Subdivision.
PUBLIC COMMENTS
Clerk Gibas noted that 8 public comments were submitted for the Committee of the Whole
Workshop:
• Julie Bernar submitted a public comment expressing concern regarding semi -trucks driving
through a subdivision.
• Dawn Doe submitted a public comment expressing concern regarding semi -trucks driving
through a subdivision.
• Marissa Trublood-Seifert submitted a public comment expressing concern regarding semi -
trucks driving through a subdivision.
• Shannon Abbatacola submitted a public comment expressing concern regarding semi -trucks
driving through a subdivision.
• Laurie Hillman submitted a public comment expressing concern regarding semi -trucks
driving through a subdivision.
• Chad Cartner submitted a public comment expressing concern regarding semi -trucks driving
through a subdivision.
• Jen McClellan submitted a public comment expressing concern regarding semi -trucks driving
through a subdivision.
• Jean Atienza submitted a public comment expressing concern regarding semi -trucks driving
through a subdivision.
WORKSHOP
1) LOWER DUPAGE RIVER WATERSHED COALITION
Ms. Jennifer Hammer, Land Conservation & Watershed Specialist for The Conservation Foundation,
gave a presentation on the Lower DuPage River Watershed Coalition' s recent accomplishments and
upcoming plan. Ms. Hammer reviewed the watershed boundaries, mission, objectives, NPDES

Permit, Special Condition Language, coalition activities, Special Condition Language, dissolved
oxygen monitoring, IPS model, Hammel Woods Dam Removal, education outreach and involvement,
winter deicing workshops, and financial leveraging. Ms. Hammer stated the Village's contribution is
$27,365.00 including $4,971.00 for special conditions. Ms. Hammer thanked the Village for its
continued support.
Ms. Hammer answered questions from the Board regarding the watershed.
Mayor Collins thanked Ms. Hammer for the presentation.
2) STORMWATER MANAGEMENT
Mr. Derek Wold and Mr. Steve Amann, Baxter and Woodman, gave a presentation regarding
stormwater management. Mr. Wold highlighted terminology, objectives of stormwater management,
methods and means, and stormwater design elements including inlets and storm sewers, Swales,
above -ground detention basins, and underground detention systems. Mr. Amann the history of storm
water regulations, changes in rainfall, and ordinance revisions.
A general discussion ensued. The representatives from Baxter and Woodman answered questions
from the Board.
Mayor Collins thanked the representatives for the presentation and read the reminders.
Trustee Bonuchi moved to adjourn. Second by Trustee Benton. Voice Vote. All in favor, 0 opposed.
Motion carried.
The meeting adjourned at 9:38 p.m.
