HomeMy Public PortalAbout022-1983 - Appropriation - From the Federal Revenue Sharing Trust FundAMENDED ORDINANCE NO. 22-1983 AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND. WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of Public Law 95-512 was approved October 20, 1972. WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle B, Title B, Title 31 of the Code of Federal Regulations provides as follows: A recipient Government which receives entitlement funds under the Act shall: (c) Provide for the expenditure of entitlement funds in accordance with the laws and procedures applicable to the expenditure of its own revenues; WHEREAS, persuant to the said State and Local Fiscal Assistance Act, the proper legal officers of the City of Rich -pond, Indiana, have established a trust fund known as the Federal Revenue Sharing Trust Fund, WHEREAS, it has been determined that it is now necessary to appropriate more money than was appropriated in the annual budget; NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE NUNTY, INDIANA: SECTION 1. That for the expenses of said municipal corporation, the following additional sums of money are hereby appropriated and ordered set apart out of the Federal Revenue Sharing Trust Fund for certain ordinary and/or necessary maintenance and operating and certain ordinary and/or necessary capital expenditures, said sum being subject to all laws governing the same. Councilman Welch moved the proof of publication and posting of notices be received and ordered filed, seconded by Councilman Elstro , and on voice vote the motion was carried. The Clerk read on second reading Ordinance No. 22-1983 President Mills announced Ordinance No. 22-1983 is on public hearing. MEREDITH , IIN111,1I I I I: Re: Ordinance No. 22-1983 - Federal Revenue Sharing Trust Fund Appropriation Fire Department - The $160,000. request is for Fire Hydrant Rental. The �3 ,24. is for new air masks. Board of Works - The $6,000. is for personal services for temporary � help. - Eis line item was pretty well depleted due to the necessity in hiring a person to assist my office in gathering information for the State Board of Accounts audit and the Grand Jury. We will need these funds for the rest of the year as we pay several people from this line item. The $340,000. will be used to pay RP&L for Street Lights. By the best estimate we can make, we will still be approximately $175,000. short in paying these charges in 1983. Police Department - The $7,000. is to purchase a new teletype, and — 16,80is to purchase new police cruisers. Park Department - The $4,500. is for personal services for unemployment compensation. This is due to several unanticipated persons drawing unemployment. The $3,000. for capital outlays is to be used for Winter Quarters for animals. Council Members Page 2 Public Transit - At the end of May, the income in this account was running ahead of what was projected and expenditures were less than were anticipated. Therefore we will have a sufficient amount in this fund to cover their expenditures. Therefore, I am requesting you strike this itch from the Ordinance. Motor Vehicle Highway - The $30,000. for personal services is for summer help. The $2,500. for supplies is to be used for uniforms, and the $45,000. is to be used for roof repairs.
