April 10, 1990
® The Greencastle Common Council met in regular session on
Tuesday, April 10, 1990 in City Hall. On call of the roll the
following members were shown to be present: Councilor Rokicki,
Councilor Murray, Councilor Sedlack, Councilor Roach, Councilor
Conway and Mayor Harmless. City Attorney Larry Wilson was also
present.
The minutes of December 12, 1989; December 19, 1989; January
5, 1990; January 9, 1990; January 12, 1990; January 25, 1990;
January 25, 1990; February 8, 1990; February 13, 1990; and March
13, 1990 were distributed to Council. Councilor Sedlack moved to
approve the above minutes with corrections to January 25, 1990
as stated in his letter. Councilor Murray seconded the motion and
it was carried by and aye unanimous vote.
Department Reports:
Mr. Don Monnett reported the cemetery employees have been
clearing brush and they have started mowing. The cemetery has also
purchased seven more acres of land.
The Fire Department, Water Department, Sewage Department and
Park Department all turned in reports.
Councilor Roach suggested presenting a certificate to the
person responsible for rescuing a child from the Johnson Street
fire.
Councilor Sedlack inquired about progress on the new city
garage. One appraisal has been received on the property.
City Attorney Larry Wilson handed out the proposed sewer
® ordinance. First reading won't be until next month.
Mr. Tom Bernardin of Bernardin- Lochmueller presented a report
on the Southern Highway. The bid process will begin soon, possibly
May 15, 1990. Five parcels of land are still pending. Cost
estimates were sent to the state for adjustments with the majority
of changes in unit price. There could be two separate contracts.
It would probably be best to use two different contractors to get
the job done as quickly as possible. The state required 8" of
pavement as opposed to the planned 7 ".
Recommendations:
Ordinance 1990 -8, An Ordinance Annexing Certain Territory to
the City of Greencastle, Putnam County, Indiana Pursuant to
Voluntary Petition of Pedcor Investments and Pedcor Investments -
1989 -VII, L.P., was read in its entirety by Mayor Harmless.
Councilor Sedlack moved to approve the ordinance as presented.
Councilor Roach seconded the motion and it was carried by an aye
unanimous vote. Mayor Harmless declared Ordinance 1990 -8 to have
passed the second reading.
Resolution 1990 -4, Resolution Approving Statement of Benefits
for Heartland Automotive, Inc., was read in its entirety by Larry
Wilson. Councilor Rokicki moved to approve Resolution 1990 -4 as
presented. Councilor Roach seconded the motion and it was carried
by an aye unanimous vote. Mayor Harmless declared Resolution 1990-
4 to be adopted and passed.
Ordinance No. 1990 -13, An Ordinance Amending the Greencastle
Planning and Zoning Ordinance by Amending the Zoning Map, was read
in its entirety by Larry Wilson. An attorney from Pedcor was
present and stated the issues from the Plan Commission are being
addressed. Councilor Rokicki made a motion to approve Ordinance
1990 -13 as presented. Councilor Sedlack seconded this motion and
it carried an aye unanimous vote.

Concerning Ordinance 1990 -12, An Ordinance Amending the
Greencastle Planning and Zoning Ordinance by Amending the Zoning
Map (10th Street), Darrell Felling presented several questions:
1. Who wanted the area rezoned
2. Notice issued to adjoining property owners
3. Coordination of planning
Councilor Rokicki suggested notifying adjoining property
owners.
Councilor Murray moved to table Ordinance 1990 -6, An Ordinance
Requiring the Installation and Maintenance of Smoke Detectors,
until the next meeting. Councilor Roach seconded this motion and
it was carried by an aye unanimous vote.
Council Reports and Comments:
Two letters are needed from Alan Stanley concerning Asbury
Towers right -of -way vacation and Hanna Heights vacation of lots.
Councilor Murray moved to refer this to the Plan Commission.
Councilor Roach seconded the motion and it was carried by an aye
unanimous vote.
Councilor Roach requested the flag be flown at half mast in
honor of AIDS victim Ryan White.
Councilor Rokicki asked where we are with hiring a City
Engineer /Planner. Councilor Murray asked for a recommendation from
the Mayor to be put on next months agenda.
With no further business, Councilor Roach moved for
adjournment. This motion was seconded by Councilor Murray, was
• carried by an aye unanimous vote, and the meeting was adjourned at
9:20 p.m.
