The Common Council of the City of Richmond, Indiana held the 2009 Budget Adoption Hearing
September 29, 2008, in the Council Chambers in said City.
ROLL CALL
Councilors present at roll call were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Bing
Welch, Larry Parker, Diana Pappin and Phil Quinn.
Councilors arriving after roll call, but before the reading of Ordinance No. 53 -2008 were Clay Miller and
Robert Goodwin.
ORDINANCES ON SECOND READING
ORDINANCE NO. 53 -2008 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2009
BUDGET
The Clerk read Ordinance No. 53 -2008 on second reading by title only.
This Ordinance is the proposed budget for fiscal year 2009.
Councilor Cruse - Nicholson moved for engrossment of Ordinance No. 53 -2008 with a second by Councilor
Elstro. Upon a vote viva voce, the motion passed.
Councilor Welch moved to advance Ordinance No. 53 -2008 to third and final reading and read by title
only with a second by Councilor Elstro. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 53 -2008 on third reading by title only.
Ordinance No. 53 -2008 was adopted with an 8 -1 roll call vote. Dissenting was Councilor Quinn. Mr.
Quinn stated 1 feel that the Richmond Fire department budget hasn't been solidified, that the capital outlay
request for the Richmond Police Department is still in limbo and there was too little oversight for the Park
Department budgets. Because of these three things, 1 will vote no on the budget.
