HomeMy Public PortalAbout5/29/1990 public hearingGREENCASTLE COMMON COUNCIL PUBLIC HEARING May 29, 1990 • RE: CF -89 -119 GREATER EASTSIDE SEWER SEPARATION The public hearing for the Community focus Fund grant CF89 -119 was held on May 29, 1990, at 7:OOPM in the Greencastle City Hall, prior to the Plan Commission meeting. Mayor Michael Harmless called the meeting to order. In attendance were: Mayor Michael Harmless Eric Bernsee, Greencastle Banner Graphic Judith Berry, Clerk Treasurer Michael Shaver, consultant Charles Miles, Plan Commission Dr. Boyd Knuppel, Greater Eastside landowner Jean Dunn, Greater Eastside resident • The project was outlined briefly and the projected environmental impacts were discussed along with the fact that the preliminary Finding of No significant Impact has been reached. Eric Bernsee, reporter, stated "you're dealing with inconvenience versus long term negative environmental impacts," with regard to the environmental assessment. Note was made that noise from construction equipment would be limited by restricting work to daylight hours, efforts would be made to hold down dust, and erosion control had been discussed with the design engineer and would be included in the project. Dr. Knuppel asked that we be aware that drainage at 1st and B Streets runs to the northwest and asks if the law allows the drainage to be changed. Mayor Harmless indicates that the Greater Eastside project will not seek to change natural drainage patterns and that flows toward SR240 will be handled by the new highway project. Dr. Knuppel asked to work with the city on ways to improve drainage flow between B and C Streets near 10th. His telephone number is 653 -3918 and Mr. Shaver will give his phone number to the design engineer so that they can discuss the issue further. Jean Dunn, Greater Eastside resident asked for the project to be explained as she came late. Mr. Shaver explained the project and showed her the environmental assessment until the project was clear to her. The meeting was adjourned at 7:28 p.m. i Michael M.
