July 5, 1995 TOWN BOARD The regular meeting of the Town Board was caned 10 order by Mayor Jensen. Board present were Johnston, Wirsing, Havens, S\\iatzell, Klancke, and Olson. Also present were Reid and Winter. Minutes of the 6-7-95 meeting werc approved as wliUen. PLANT INVESTMENf FEES Board discussed Plan Invcstment fees with regards to a necd to raise the price. More ~tucly will take place to figure the appropriate cost as well 'as options for assessment of Ihese costs for variolls rental uscs relating to aflainahle housing. Also review the improvements that we know need to be done over the next] 0 years or so, The Board feels that if an increase in fees is needed then the reasons for this fees must be clear. Also with regards to the Watcr Ordinance the Board will change the language to make it clear that taps may not be purchased for speculation. The Town water Attorney Stan Ca7jer will be at the July] 9th meeting to review all of the water rights any updates for the Board. Town Board and Staff will have a picnic July 19th at 6:00 p.m. Family members are invited DOG PROBLEMS Johnston reviewed again that he believes Fraser has a dog problem. The dog control Ordinance was passed out as well as the Ordinance fi'om Frisco. Board agreed 10 do both of these. MANAGER REPORT ~ Reid gave an update on the purchase of Ihe skid steer. The cost over run by $735.00. East Grand Fire Dist. has agreed to burn the Lightning Liquor building. Reid will proceed with the process with Mr. Alves. Reid has requested a grant from the Grand COImty Realtors for an intern to gather information on attainable housing etc. Mustang property is stitt being looked into with the meeting with the State Board being postponed to Aug. ------ ------ ...- \. . . Reid proposed to snpp011 the Bert and Ernie fund raisers by mean!; of $1 00 donation in the name of the prize winner, the learning Center must use this donation on purchase of books, toys etc. Olson moved to approve this donation, 2nd Wirsing, catTied. Bnd Wilson has proposed a fee of $100 per month to be the licensed operator and $25.00 per hour whl:n actually spcnd on the job. He is ..Iso working with lucker and Woods to help them study f()f the \-v:Itcr tests. Klancke moved to approve the cost of this atTangement, 2nd SwatzeJl, carried. W ouds will bc taking his test in August and attending school for the week in Leadville. Tucker will take the test in the fall. Board asked Reid to schedule Michael Blimes at a meeting to pursue the History Park grants. Reid briefly reviewed the conference he attended last week. ClRSA is refunding $1900 to the town and he would like to see this money go directly to safety related items. Board agreed. Reid also reviewed various meeting and organizations he would like to attend. OllIER Jensen asked that the Town place more fencing at SunRiver because of the River Trail. Concern about Wapiti Meadows street lights. Reid stated that they have talked about designing shades to direct the light down. Board discussed Building Inspector services. Manager and Board discussed work plan for the manager and expectation from each. Reid presented written material on these item and the Board will'address these at futw'e meetings. Maryvale Update: Last week Catherine and I met With Maryvale's engineers to talk , about the golf course development! But we didn't"get far before I told them that we were not willing to talk specifics about the project without the entire development team present -- or until their plans are firm. The tentative plans cal1 for the additional purchase and subsequent annexation of property west of the P.D.D. golf course site, With luck and diligence, they'l1 be back to talk specifIcs soon. Although we have a very busy schedule Wednesday night, we win want to talk about how to respond to their letter.' . . Box 239 Hot Sulphur Springs, CO 80451 Dear Lurline: Thank you for the opportunity to review the Elkhom Ridge preliminary plat. The Town of Fraser has two comments with regard to the proposed subdivision. 1. Under the "Utility and Fire Protection" section of Ted Urban's cover letter, reference is made to accessing a fire hydrant "immediately across from the entrance to the project on County Road 8." Even though we don't believe the hydrant is ours, we would like to know whose fire hydrant this is, and if the developer has provided the County written approval for its use? 2. As the unincorporated areas around Fraser continue to grow, the Town will be looking to the County to help mitigate an ever growing demand on Fraser's infrastructure from County residents. Such mitigation could include a stop light at US 40 and County Road 8 (at some point in the future) and/or infrastructure benefit assessment fees that the County would collect and pass through to Fraser. Along these lines, what is the County requiring the developer to do to limit traffic Impact? ., Again, thank you for the review opportunity. , . MEMORANDUM To: Mayor Jensen and Town Board Members From: Chuck Reid Date: July 12, 1995 Subject: Winter Park West Water & Sanitation District (WPW) Request A few thought's regarding WPW's letter. . Although it does not state this in the letter, WPW may require annexation to serve the 1,000 taps. The 1,000 taps would cover an area that is mucb larger than just planning area #26, (See the attached map,) Rod McGowan is evaluating the TABOR amendment and a provision that may work for us in this case. After he renders an opinion, 1'11 pass the details along, . Based on my limited knowledge of the Fraser Sanitation DistrictlWPW wastewater facility, WPW is close to capacity and can not treat the entire 1,000 taps -- a fact that may be mute due to Maryvale's continued interest in obtaining sewer service from Grand County Water and Sanitation District #1 (GCWSD) for only planning area #26. . IfMaryvale went to GCWSD for sewer, GCWSD may require annexation. (See attached map.) Rod McGowan is evaluating the TABOR amendment and a provision that may work for us in this case. After he renders an opinion, 1'11 pass the details along. . Prior to taking formal action on WPW's request, I want to perform due diligence on WPW's current service capacity, future demands, integration and consolidation options, etc. that Fraser would want to consider prior to approving Maryvale's proposal. As we discuss WPW's request (and the potential request from GCWSD), we need to stay focused on what's best for Fraser, and what we might request in return for al10wing either district to serve Fraser residents. ýÿ . . July 18, 1995 Town of Fraser, Fraser, Colorado Dear Mayor and Town Board, This is a very tough letter to write, but I believe it has a happy ending. Events and financial commitments to family have made it imperative for Carol and myself to go into business again. We've chosen one which will allow us to meet those responsibilities as well as time to continue work on the western heritage educational exhibit for the Walk Through History Park. Carol can also continue writing historical and contemporary fiction. The business we're purchasing is an RV and mobile home park in the Sierra Nevada Mountains of eastern California (near Lake Tahoe). The RV section is open only in summer months, freeing us up to continue the above pursuits. I will sculpt there, and deliver the figures to Fraser once a year. A much longer drive than from my studio in Fraser, but it will also be a chance to see you each year. Nothing else need change significantly. I hope very much that you will, through the professional help of a consultant such as Michael Blimes, move aggressively to make the Park a legal non-profit entity so as to capture corporate and foundation grant money. This will aid in helping the town help me recapture past and future expenses. It will also aid in funding the enhanced exhibit tools we've discussed, and possibly a national or international tour of this project. All of this is within the spirit of our original agreement...a win-win for the town, the state, myself, and the public. All of us are contributing to make this world a better and more interesting place than we found it in. My needing to relocate should not compromise what we first set out to accomplish, and 11m confident most people appreciate what the town, state, and myself have done on this exhibit and park project to date. Update To : Fraser Town Board From: Catherine Ross, Winter Park / Fraser Valley Chamber of Commerce July 19, 1995 Arts Alive - A New Cultural Arts Series in the Fraser Valley The first presentation in the series will happen Monday July 24 - 27 with an artist in residence program. The first presentation will be music workshops and a free family concert with Bonnie Phipps and the Elastic Band. Bonnie is a well known Colorado artist who brings an exciting blend of music and theatrics to her audiences. Each workshop will blend storytelling, creative music choices and performance skills to the participants. Thursda evenin there wi 11 be a free family concert at the Park here in Fraser. The young people who hay, articipated in the workshops will perform that evening with Bonnie as part of the con '=l~ On August 7 -lOa visual artist in residency program will take place. Donna Lyons from Grand Lake will teach silk painting in a four day workshop. Each day the participants will learn basic painting, expression and presentation skills. They will complete at least one silk piece that will be prepared for hanging and display as part of an Arts in Public Places exhibit. We would like to house the exhibit at the Fraser Visitor Center for a period of perhaps two weeks and then two weeks in the Winter Park Visitors Center. Hopefully there will be an opening party on August 10th for the art show. News releases along with flyer distribution at retail stores, lodging properties and visitor centers will be the main form of promotions.
