HomeMy Public PortalAbout2006-195 (10-17-06)RESOLUTION NO. 2006.195 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ~ APPROVING THE EXTENSION OF CONSULTANT SERVICES AGREEMENT BETWEEN THE CITY OF LYNWOOD AND DAVID TURCH AND ASSOCIATES UNTIL JANUARY 31, 2007 AND TO AUTHORIZE STAFF TO SOLICIT PROPOSALS FROM FEDERAL LOBBYISTS WHO RESPONDED TO THE CITY'S 2005 RFP TO ADVANCE THE CITY'S 2007 LEGISLATIVE PRIORITIES WHEREAS, on October 18, 2005 the City retained the services of David Turch ~ ~ and Associates to provide federal advocacy services to secure funding for the Ham ~ Park Replacement Project; and WHEREAS, on July 24, 2006, the Senate Transportation-Treasury-Judiciary and HUD Appropriations Committee Report includes $500,000 for the Lynwood Intermodal Transit Facility making the project one of the only five (5) Senate funded intermodal projects for the whole state of California; and WHEREAS, the Consultant Services Agreement with David Turch and Associates will expire on October 30, 2006 prior to the end of the FY 2007 Federal Appropriations activities; and WHEREAS, it would benefit the City's interest to pursue the $500,000 earmarked from the Senate Transportation-Treasury-Judiciary and HUD Appropriations Committee and ensure its passage when it reaches the House and Senate Conference Committee; and WHEREAS, through the City's experience working with David Turch and Associates the City has seen the benefit of consulting with a professional legislative ~' advocate to represent its interests with the federal executive and legislative branches of ~ government. NOW, THEREFORE the City Council of the City of Lynwood does hereby find, determine, order and resolve as follows: Section 1: That the City Council authorizes the Mayor to execute the extension of the Consulting Services Agreement with David Turch and Associates for the firm to provide federal advocacy services for the purpose of securing funds for the Ham Park Replacement Project. Said extension to expire on January 31, 2007. Section 2: That the City Council authorizes the City Manager to solicit proposals through an informal processs by interviewing the short listed respondents to the City's 2005 RFP to Retain Federal/State Legislative Advocacy Services. Section 3: That the City Council directs the City Manager to bring the recommended federal lobbyist to pursue the City's 2007 legislative priorities for City Council's consideration and approval.
