TEMPLE CITY CALIFORNIA
JUNE 22, 1964
INITIATION:
1. The regular meeting of the City Council was called to order by
Mayor Merritt at 7:30 P. M. The invocation was given by Rev.
2. Roger Hillis of the Presbyterian Church of Temple City, follow -
3. ed by the Mayor leading the Pledge of Allegiance to the Flag.
4, ROLL CALL:
PRESENT: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
ABSENT: Councilmen -None
ALSO PRESENT: City Attorney Shatford and City Manager Woollett
APPROVAL OF MINUTES:
Councilman Tyrell moved to approve the minutes of the regular
meeting of June 8, 1964, as mailed, Councilman Nunamaker second-
ed, and carried by the following called vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
UNFINISHED BUSINESS:
6. CITY OF LAKE MOD: RES. #1497- opposing initial Pacific Southwest
Water Plan in support of Metropolitan Water District position.
City Attorney Shatford presented a Resolution as requested by
the Council and read title to same as follows: Resolution No.
64 -386 A,RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY ENDORSING THE METROPOLITAN :'ATER DISTRICT'S STAND IN OPPOS-
ING THE INITIAL PACIFIC SOUTHWEST :'ATER PLAN AND REQUESTING
MODIFICATION OF SAME. The City Attorney recommended the Council
reconsider and take no stand on this issue as it becomes very
involved and requires a great deal of research to better know
the conditions. There followed considerable discussion follow-
ing which Councilman Dickason moved to receive and file the
Resolution No. 64 -386, Councilman Tyrell seconded, and carried.
NEW BUSINESS:
7. AGREEMENT FOR COMMUNITY RECREATION PROGRAM WITH TEMPLE CITY
SCHOOL DISTRICT:
City Manager'doollett presented the above Agreement for Council
action advising it is already executed by the School District
and that this Agreement is the same as we have had the past
two years with them for recreational programs during the summer
and after school programs. Councilman Nunamaker moved to approv
and instruct the Mayor and City Clerk to sign on behalf of the
City, Councilman Tyrell seconded, carried by the following vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
8. RESOLUTION NO. 64 -383:
Assistant City Manager Koski presented a Map and Report of
Routes for Select System for the City of Temple City showing
major City streets, and advising] the Select System will be our
official road plan for the City by establishing and adopting
the Select System and we will be in a position to use 2107 and
186 Gas Tax Funds on these streets only. Councilman Nunamaker
moved to adopt Resolution No. 64 -303, Councilman Tyrell second-
ed, and carried by the following called vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None

9. RESOLUTION NO. '(.k -304: Agreement for Maintenance of Rosemead Blvc
Assistant City Manager Koski presented the above Agreement for
Maintenance effective July 1, 1964, for continuation of existing
maintenance program. The City spends no City funds on Rosemead.
Councilman Tyrell moved to approve Resolution No. 64 -334 and to
instruct the Mayor and City Clerk to sign the Agreement on be-
half of the City, Councilman Harker seconded, roll call vote to
carry as follows:
AYES: Councilmen- Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
10. ORDINANCE NO. 64 -135: Re- Double Drive. 1st read.
Assistant City Manager Koski advised the Road Superintendent sub-
mitted this ordinance which allows the County to expend funds
on this reconstruction program. A short time ago the Council
approved the plans and specifications on Double Drive from Live
Oak to Grand Ave. and this is a supporting document enabling
this improvement. Councilman Tyrell moved to waive further
reading of Ordinance No. 64 -135 AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF TEMPLE CITY, CALIFORNIA, CONSENTING TO ESTABLISH-
MENT OF A PORTION OF DOUBLE DRIVE '.'WITHIN SAID CITY AS A PART OF
THE SYSTEM OF COUNTY HIGHWAYS OF THE COUNTY OF LOS ANGELES,
Councilman Dickason seconded, roll call vote to carry as follows:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
As this was the 1st reading no further action was taken.
11. PROPOSED CURB & GUTTER IMPROVEMENT PROJECT: Loma Ave, east side,
Broadway to Olive.
Assistant City Manager advised the Council has approved the above
installation. However the design indicates there are approxi-
mately fourteen trees that lie in the location of the proposed
curb and cutter installation. Mr. Ostergaard of Roadside Trees
advised these were walnut trees 40 to 50 years old and three of
these trees are in very bad condition, 2 are covered with ivy and
within two years they will be gone. He also advised the life
expectancy on the balance would be possibly five years. Also
walnut trees are not on the Master Plan of Trees as they bear
fruit which falls and causes a hazardous condition. Councilman
Nunamaker moved to have the trees removed under these conditions,
Councilman Dickason seconded, roll call vote to carry as follows:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None

12. TEMPLE CITY COMMITTEE ON HUMAN CONCERN:
City Manac;er':ioollett recommended this item be referred back to
the staff, Councilman Nunamaker so moved, Councilman Tyrell se-
conded, and carried.
13. PLANNING COMMISSION RECOMMENDATIONS: proposed Tract #29673.
City Manager •'oollett presented a map of a proposed Tract #29678
located on the north side of Garibaldi subdividing a single piece
of property, The Planning Commission recommend approval subject
to their conditions which are:
1. approval expires one year from date of approval of tract
2. provide sufficient area for all lots to conform with A -1 -5000
zone
3. provide 36 ft. between curbs within 40 ft. richt of way for
cut de sac street
4. provide 5 ft. planting, utility, and sidewalk easements on
both sides of street
5. dedicate 30 ft. from center line of Garibaldi Ave. and com-
plete improvements to satisfaction of the City
6. provide standard sidewalks on all streets adjacent to curb
7. provide street lights and energy until subdivision can be
brought into lighting district, street trees, and street
signs in accordance with requirements of the City.
Also comply with Road Department's requirements re street and
drainage improvements and easements need. Easements not granted

or recorded within rights of way proposed to be deeded or dedi-
cated for public streets until after tract is recorded, unless
such easements are subordinated to road easement by certifica-
tion on title sheet of final map.
Align center lines of all streets without jogs at intersections.
Street design to have minimum center line curve radii which will
provide center line curves of 100 ft. minimum length or to satin
faction of Road Dept.
Also provide for contributory drainage from adjoining properties
No building permits unless sheet overflow eliminated, floors of
buildings elevated with no openings in foundation walls to at
least 12 inches above finished grade.
Approval contingent upon the installation and dedication of
local sewers to serve the subdivision.
Councilman Harker moved to accept the Planning'Commission Re-
commendation and approve the proposed Tract #29678 subject to
their conditions, Councilman Nunamaker seconded, carried by
the following called vote:
AYES: Councilmen-Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
14_ RESOLUTION NO. 64 -381: temporary employees
City Manager recommended approval of Resolution No. 64 -381 for
part time employees in the Recreation and Park Maintenance De-
partments. Councilman Tyrell so moved, Councilman Harker se-
conded, and carried by the following called vote:
AYES: Councilmen- Harker, Nunamaker, Tyrell, Merritt
ABSTAINING: Councilman - Dickason
NOES: Councilmen -None
ABSENT: Councilmen -None
15. RESOLUTION NO. 64 -380: Warrants & Demands
City Menager '.'doollett presented Resolution No. 64 -380, warrants
& demands Nos. 5219 through 5247 in the sum of $7,809.40. Coun-
cilman Nunamaker moved to adopt Resolution No. k -380, Council-
man Tyrell seconded, carried by the following called vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
16. COMMUNICATIONS:
a.Proclamation of July as Parks & Recreation Month. Councilman
Tyrell moved to so proclaim, Councilman Nunamaker seconded,
and carried.
b. L. A. County Boundary Commission: proposed annexation #33A
City of El Monte. Councilman Tyrell moved to receive and file,
Councilman Nunamaker seconded, and carried.
1 7 . TIME FOR THOSE I N THE AUDIENCE `,4HO / I SH TO SPEAK:
Mr. Joe Ronstad, 6641 Barela, appealed to the Council to re-con-
sider the proclaiming of October 24 as United Nations Day.
Following considerable discussion Councilman Nunamaker moved
that we observe United Nations Day as proposed by the President
of the United States and we have been asked to do for that day,
Councilman Dickason seconded not carried by the following
called vote:
AYES: Councilmen - Dickason, Nunamaker
NOES: Councilmen- Harker, Tyrell, Merritt
ABSENT: Councilmen -None

City Manager 4 /oollett presented Resolution No. 64 -385 A RESOLU -.
TION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY REQUESTING
THE CALIFORNIA HIGHWAY PATROL TO PROVIDE CROSSING GUARDS for
the 1964 -65 fiscal year. Councilman Tyrell moved to adopt Re-
solution No. 614 -385, Councilman Nunamaker seconded, and carried
by the following called vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None

Mayor Merritt proclaimed the month of August as Multiple Scler-
osis Month as approved by the Council.
A letter was received from Assemblyman Hon. Bob Monagan of the
Twelfth District urging the ringing of bells on July 4 at
11 A. M. For "Let Freedom Ring" national program which was
approved.
19. ADJOURNMENT: Councilman Tyrell moved to adjourn to 7:30 P. M.
on June 29, 1964, in the Council Chambers, 593; Kauffman Ave.,
seconded by Councilman Harker and carried. Council adjourned
at 3:30 P. M.
