Motion by Nielsen second by Lindaman to approve the Minutes of the September meeting. All ayes, carried. Motion by Van Heiden second by Van Hauen to approve the Treasurer’s report for September. All ayes, carried. Motion by Lindaman second by Buseman to approve the following bills for payment. All ayes, carried. Estimated cost of removal is $10,000 – $15,000. Quotes will be received on October 21st with estimated completion date of November 13th. Motion by Lindaman second by Buseman to allow the Mayor and City Clerk to sign a contract with the lowest most responsible bidder for the asbestos removal. All ayes, carried. Motion by Van Hauen second by Van Heiden to approve Resolution 10-2008-2 a resolution setting date for public hearing on the proposed plans, specifications, form of contract to construct a New Wellsburg Public Library. Public Hearing scheduled for November 3, 2008 at 7:00 P.M. at City Hall. Roll call of Votes. All ayes, carried. Greg Heikens, Source Verified Foods, presented plans for a 200 hog nursery type building for the temporary holding of hogs. Greg expressed the need to increase the number of hogs being slaughtered each day. Council voiced a concern for the odor issues that may arise with the type of building presented. Council then tabled the approval of the building permit until more information is provided or other options are investigated. Motion by Van Hauen second by Buseman to approve building permit for Bette Luck for the construction of a fence. This building permit is approved subject to the City Council determining the placement of the fence in the front yard. All ayes, carried. Matt Garber, Clapsaddle Garber, presented an update of the Housing Development Project. Also present were Kathy and Mindy Dolan. A special meeting is scheduled for October 14th to discuss the information provided at the meeting and make a decision regarding the extension request. Linda Van Deest and Mitchell Marine were present to voice concerns and frustrations with the situation regarding property damages due to the cutting of the tile line. Linda also voiced her concern with the slope of the William Reikena Development property. She feels that the property is sloped toward her house. She requested that the City Council amend the covenants so that home builders will not be allowed to drain run off onto neighboring properties. Motion by Lindaman second by Van Heiden to have a pool pump shut off installed. All ayes, carried. Discussion of leaf pick up schedule and opening burning. Leaves will be picked up once per week. Also open burning will be allowed October 13th – November 15th. Motion by Lindaman second by Buseman to approve resolution 10-2008-3 setting date for public hearing on the proposed vacation and sale of alley. Public hearing to be held November 3, 2008 at 7:00 P.M. Roll call of votes. All ayes, carried. Motion by Buseman second by Nielsen to schedule the well closing.
