The ZONING ORDINANCE can be found online ot•www.wMeriown-ma,vov 2 24-26 Bridge Street SITE PLAN REVIEW CRITERIA NARRATIVE 1. Landscape The proposed project proposes only to conduct a tenant fit out of the existing 6,400 sf of the building. There are no exterior changes proposed to the building footprint. There will be no changes to the existing landscape at the property. 2. Relation of Buildings to Environment The proposed project is located on a 5.3 acre parcel that fronts on Waltham Street to the north and Bridge Street to the East. The building is located in a primarily industrial neighborhood, though there are several residential properties abutting the lot and Bemis Playground across Waltham Street. The proposed project lies well over 400 feet from the playground. The property contains four separate structures with a variety of mixed uses. There are no changes proposed to the footprint of the buildings as the scope of the project is limited to a tenant fit out for the proposed social service use. The proposed project is expected to have zero impact on the environment.. 3. Open Space The existing lot has little or no open space and has existed as such for approximately 50 years. Most of the lot is occupied by either buildings or impervious parking and circulation areas. The site is screened to the west by a landscape buffer and is also separated from the adjacent residential properties to the east by additional landscaping. The project proposes no changes to the open space, which will remain as it currently exists. 4. Circulation The lot has multiple access points from both Bridge Street and Waltham Street. The driveways circulate orderly traffic through the site to access the 123 on-site parking spaces. The access drives are of sufficient width to promote safe and efficient vehicular circulation throughout the site. The existing curb cuts allow traffic out of the site with very long site lines for safe entry into the traffic flow. The project proposes no changes to the circulation pattern, which will remain as it currently exists. 5. Surface Water Drainage The proposed project will make no changes whatsoever to the existing surface water drainage. The site has proper drainage, which results in no flooding or pooling of the locus or adjacent lots or streets. 6. Utility Service The site is adequately serviced by electric, gas, water and sewer, which has been more than adequate to serve the needs of the mixed uses on the site. The proposed social service use is anticipated to be no more intense than the current photography studio use. As such, the existing utility service should be more than adequate to satisfy the current site needs. 7. Environmental Sustainability The proposed project is expected to have no negative impacts on the environment. Vinfen's proposed social service programs are a very low impact use. None of Vinfen's clients drive as a result of their various disabilities. Instead, most clients are dropped off and picked up by limousine style busses, thereby lessening congestion in the streets. Vinfen uses no hazardous materials of any kind in its operation. All of the tenant fit out work will be done in strict accordance with the State Building Code and other governing regulations, S. Screening The site is screened to the west by a landscape buffer and is also separated from the adjacent residential properties to the east by additional landscaped screening. The project proposes no changes to the screening, which will remain as it currently exists. 9. Safety Vinfen is the largest social service provider in the Commonwealth. It operates similar day habilitation programs throughout the Greater Boston area and through Massachusetts. Vinfen takes special care to ensure the safety of its clients and likewise the safety of its neighbors. Vinfen has been recognized both nationally and internationally as a model of excellence in human service programs. Vinfen operates its programs, which are funded through the Department of Mental Health, in strict accordance with all governmental regulation. 10. Design The design the project will be limited to interior fit out of the premises for Vinfen's day habilitation program in accordance with the plans filed herewith.
