Regular Session
June 12, 1990
• The Greencastle Common Council met in regular session on
Tuesday, June 12, 1990 in City Hall. The meeting was called to
order at 7:40 p.m. On call of the roll the following members were
shown to be present: Councilor Sheri Roach, Councilor Tim Conway,
Councilor Sue Murray, Councilor Bob Sedlack, Councilor Mike
Rokicki. Also present was City Attorney Larry Wilson.
Public Petitions and Comments:
Ms. Lori Ginn and Mr.. David Siddons requested permission to
paint house numbers on curbs at the request of homeowners with
plans to charge $5.00 per house number, donating one of those five
to the Big Walnut Sports Park. Street Commissioner Jim Wright was
designated contact person. Councilor Murray moved to approve the
request. This motion was seconded by Councilor Sedlack and was
carried by an aye unanimous vote.
Approval of Minutes:
The minutes of the May 30, 1990 regular session and the June
5, 1990 executive session were distributed to Council. Councilor
Sedlack requested that the postponement clause be deleted from the
first paragraph of the minutes of May 30, 1990. Councilor Sedlack
then moved to approve the minutes as corrected. Councilor Roach
seconded the motion and it was carried by an aye unanimous vote.
Department Reports:
Mr. Ernie Phillips reported normal maintenance operations at
the cemetery. Councilor Roach asked if the high winds caused any
damage. Mr. Phillips reported no major damage.
• Mr. Jim Wright, Street Commissioner, delivered the statistical
report of operations. He indicated that six street lights have
been installed on Martinsville and installation is continuing.
Councilor Roach noted that there are street lights out on Jackson
Street and West Walnut. In response to inquiry, Mr. Wright noted
that the Cassada Drive project is budgeted and should be addressed
after tax distribution.
Assistant Chief Pete Patterson reported the monthly statistics
in the Fire Department.
Mrs. Charlene Nichols gave the monthly statistical report.
Councilor Murray asked what percentage of reeds were lost over the
winter. Mrs. Nichols noted that 25% of the reeds were replanted
this spring by Signatron at no expense to the city.
Mr. Leon Phillips delivered the statistical report of
operations at the water plant for the month of May.
Mr. Stan Lambert reported on Park operations. He noted that
vandalism is an ongoing concern. Councilor Murray asked if staying
open until eleven p.m. is escalating the vandalism. Mr. Lambert
indicated that the park is usually empty at that time and the
vandalism either occurs before or after that hour.
Chief Jack Hanlon reported the monthly statistics in the
Police Department. He noted that Officer Darrin Cox will be
attending training on July 1, 1990 and the department will be
accepting applications for reserve officer until June 25, 1990.
Councilor Rokicki asked for suggestions concerning the vandalism at
the Park. The Chief indicated that additional lighting should be
considered so that the Police Officers can see during their
patrols.
• Mayor Harmless announced an executive session of the Board of
Works on June 18, 1990 at 4:00 p.m. in City Hall to interview

candidates for the opening in the Police Department.
Recommendations and Requests from Officers and Departments:
Ordinance 1990 -6, An Ordinance Requiring the Installation and
Maintenance of Smoke Detectors, was presented to Council and read
in its entirety by Mayor Harmless. Changes requested at first
reading and typographical changes were explained by Councilor
Rokicki. Councilor Rokicki then moved to approve Ordinance 1990 -6
as read. This motion was seconded by Councilor Sedlack. Ival
Lane, President of the Board of Realtors, expressed concern from
some of the realtors about additional government involvement. He
also asked if realtors would be responsible for fires that occur
after the sale of property. Councilor Rokicki responded that the
ordinance states responsibility lies with the property owner and
that the ordinance is similar to the state seat belt laws, dealing
with public safety, and that fires unfortunately may involve more
than a single person or property. Councilor Murray asked if this
ordinance creates insurance liability, to which Councilor Rokicki
responded that it does not.
City Attorney Larry Wilson entered the meeting at this time.
Discussion of Ordinance 1990 -6 continued with the following
notations, enforcement will occur at the time property changes
hands. New construction of rental units have to comply with state
regulations and older units will have spot checks. The ordinance
is effective upon passage, however, the ordinance allows twelve
months for compliance. Assistant Chief Patterson noted that the
Fire Department is developing a brochure concerning smoke
detectors, and has smoke detectors available for distribution to
those of low income in need of assistance to comply. He also noted
that the Fire Department will assist in location of the detectors.
Councilor Rokicki noted that the ordinance is the only one in the
• state that addresses businesses, residences, and rental property.
A roll call vote on the motion produced an aye unanimous vote in
favor of approval.
Mayor Harmless declared Ordinance 1990 -6 to have been passed
and adopted this date.
Ordinance 1990 -14, An Ordinance Annexing Territory to the City
of Greencastle, Indiana (10th Street, 11.26 acres), was presented
to Council and read by title only by Mr. Wilson. Councilor Roach
moved to approve Ordinance 1990 -14 as presented. This motion was
seconded by Councilor Rokicki and was carried by an aye unanimous
vote.
Mayor Harmless declared Ordinance 1990 -14 to have been passed
and adopted this date.
Ordinance 1990 -15, An Ordinance Amending Ordinance 1989 -18
Being the 1990 Salary Ordinance for the City of Greencastle, was
presented to Council and was read by title only by Mayor Harmless.
Councilor Murray moved to approve Ordinance 1990 -15 as presented.
This motion was seconded by Councilor Sedlack and was carried by an
aye unanimous vote.
Mayor Harmless declared Ordinance 1990 -15 to have been passed
and adopted this date.
Resolution 1990 -8, A Resolution Authorizing Temporary
Transfers from the General Fund to the Park Fund and Cemetery Fund,
. was presented to Council and read in its entirety by Mayor
Harmless. Councilor Murray then moved to approve Resolution 1990 -8
as presented. This motion was seconded by Councilor Roach and was
carried by an aye unanimous vote.

Recommendations continued:
• Mayor Harmless declared Resolution 1990 -8 to have been passed
and resolved this date.
Council Reports and Comments:
Councilor Sedlack explained the procedure for the appointment
to the School Board. He also expressed gratitude for the eight
years of service by Mr. Robert Delp. Councilor Sedlack continued
that several excellent candidates were suggested to Council and
that in executive session Council narrowed to the following three
names: Ruth Ralph, Keith Green, Sue McCune. A roll call produced
the following vote:

Mayor Harmless declared Ruth Ralph to have been voted the
Common Council School Board appointment.
Councilor Sedlack congratulated Mr. Bill Dory on his
appointment as Program Coordinator /Director of Main Street Indiana.
With no further business, Councilor Murray moved for
adjournment. This motion was seconded by Councilor Roach, carried
by an aye unanimous vote, and the meeting was adjourned at 8:45
p.m.
