HomeMy Public PortalAbout2006-208 (11-21-06)RESOLUTION NO. 2006.208 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING AN AMENDMENT TO THE LYNWOOD GENERAL PLAN LAND USE MAP DESIGNATION, PURSUANT TO GENERAL PLAN AMENDMENT NO. 2006-01, TO IMPLEMENT A SPECIFIC PLAN ON LONG BEACH BOULEVARD FROM TWEEDY BOULEVARD TO ORCHARD AVENUE WITHIN REDEVELOPMENT PROJECT AREA A CONSISTING OF 138 ACRES, INCLUDING ARCHITECTURAL DESIGN GUIDELINES, DEVELOPMENT STANDARDS AND REGULATIONS, CITY OF LYNWOOD, COUNTY OF LOS ANGELES, CALIFORNIA. WHEREAS, the Lynwood Planning Commission adopted Resolution 3153 on November 14, 2006 recommending that the City Council adopt the Long Beach Boulevard Specific Plan pursuant to General Plan Amendment No. 2006-01; and WHEREAS, the Lynwood Planning Commission, pursuant to law, on October 10, 2006 conducted a public hearing to consider General Plan Amendment 2006-01;. and WHEREAS, the Lynwood Planning Commission reviewed revisions to the Long Beach Boulevard Specific Plan on June 13, 2006; and WHEREAS, the Lynwood Planning Commission and Lynwood City Council conducted a joint hearing to review the Long .Beach Boulevard Specific Plan on September 6, 2005; and WHEREAS, the City of Lynwood conducted a Town Hall Meeting to review the Long Beach Boulevard Specific Plan on March 2, 2006 WHEREAS, the Lynwood City Council carefully considered all public oral and written testimony offered at the public hearings.; and .WHEREAS, the Lynwood City Council determined that a Specific Plan Land Use Map designation of the Long Beach Boulevard corridor would be consistent with the goals and policies set forth in the Lynwood General Plan; and WHEREAS, the Lynwood City Council has determined that architectural design, development standards and requirements are applicable to the Long Beach Boulevard Specific Plan; and WHEREAS, the Development Services Department has performed an Initial Study and. determined that the proposal may have potentially significant impacts on the environment, however, mitigation measures have been incorporated in the project that would reduce potential impacts to a level of insignificance. A Negative Declaration has. been prepared pursuant to the California Environmental Quality Act (CEQA) Guidelines. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY DECLARE, DETERMINE, ORDER AND RESOLVE AS FOLLOWS: Section 1. The City Council of the City of Lynwood hereby finds and determines as follows: A. The Long Beach Boulevard Specific Plan will be consistent with goals and policies set forth in the Lynwood General Plan. B. The Long Beach Boulevard Specific Plan will identify an architectural design theme and set forth specific standards and policies to guide development. C. The Long Beach Boulevard Specific Plan will identify aesthetically attractive business districts and provide consistent architectural design. D. The Long Beach Boulevard Specific Plan will provide areas for community structures to include residences, retail, commercial, office and restaurants. E. The Long Beach Boulevard Specific plan will provide an even playing field for developer proposals. and staff review and processing. F. The Long Beach Boulevard Specific Plan will encourage the removal of blight and development of new homes and businesses to serve the residents of _ Lynwood. ~J G. The Long Beach Boulevard Specific Plan will provide mechanisms to upgrade, improve and replace needed infrastructure. Section 2. The City Council of the City of Lynwood, based upon the aforementioned findings and determinations, hereby approves General Plan Amendment No, 2006-01 amending the General Plan Land Use map by creating a Specific Plan for Long Beach Boulevard including architectural design guidelines, development standards and regulations.
