HomeMy Public PortalAbout7/10/1990GREENCASTLE COMMON COUNCIL Regular Session July 10, 1990 ® The Greencastle Common Council met in regular session on Tuesday, July 10, 1990 at the Greencastle Middle School. The meeting was called to order at 7:40 p.m. On call of the roll the following members were shown to be present: Councilor Sheri Roach, Councilor Bob Sedlack, Councilor Mike Rokicki. Councilors Tim Conway and Sue Murray were absent. City Attorney Larry Wilson was also present. Public Petitions and Comments: Barbara Lane, Putnam County Humane Society, gave a presentation to the Council concerning the efforts of the organization. She noted that they had received their 501C Not For Profit status and will begin to raise funds through memberships and donations. The goal is $150,000.00. In -kind donations will be accepted for the building project. The organization intends to lease land from the county near the county home to build the structure; an incinerator will be included on site that can be rented to local veterinarians. Operating costs will also be covered by adoption fees and donations. Tom Hunt, TCI of Indiana, was present to announce the decision of the TCI to rebuild the entire system to include a new plant, lines, two -way capability, sixty channel capacity. The project should start within thirty days and take approximately ten months to complete. Mr. Hunt noted that the decision to rebuild is not dependent on a new contract, but TCI would hope to see contract negotiations continue when the new system is installed. Discussion ensued concerning service. Councilor Sedlack suggested public input on the additional channels. Councilor Rokicki indicated that having a service person locally is the key, but there should not be as many problems with a new system. ® Approval of Minutes: The minutes of June 11, 1990 and June 12, 1990 were distributed to Council. Councilor Sedlack moved to table approval of the minutes until the meeting of July 24, 1990. This motion was seconded by Councilor Roach and was carried by an aye unanimous vote. Approval of Treasurer's Report: The Treasurer's reports January - May, 1990 were distributed to Council. Councilor Rokicki moved to approve the reports as distributed. This motion was seconded by Councilor Sedlack and was carried by an aye unanimous vote. Department Reports: Don Monnett was present to report ongoing maintenance at the cemetery. He noted that the Cemetery Board is considering starting a tree nursery to provide trees for transplanting in the cemetery and throughout the city. The Board is also considering designating an infant section. Stan Lambert reported the summer programs occurring at the park. He noted construction will be begin on the new shelter next week and that he is working with Police Chief Jack Hanlon concerning the problem with vandalism. He also noted that Lone Star Industries offered to install the basketball goals again and raise them to ten feet. Mayor Harmless noted that he has received many positive phone calls concerning the programs offered at the park. ® Charlene Nichols reported eight sewer calls for the month, completion of digester cleaning, and additional planting of reeds. Sigmatron replanted reeds at no cost to the city. CC 7/10/90 Page 2 ® Department Reports continued: Fire Chief Bob Elmore delivered a statistical report which included twelve runs for the period. Fie noted that the train derailment required 5.5 hours time of three off duty firefighters. He also noted that 5000 feet of fire hose was turned and tested. Police Chief Jack Hanlon reported that 462 complaints were received during the period. Eighty -six of those were arrests. Chief Hanlon noted that Officer Cox is in his second week of school and the newly hired officer is scheduled for his PERF exam on July 19th. The department is presently working on the fair parade, which, Chief Hanlon noted, will require twenty -two men to work the event. Chief Hanlon also commented that the Fourth of July Fireworks event is outgrowing Robe Ann Park. Mayor Harmless indicated that he would send a letter to the Fourth of July Committee requesting that they look into other locations for the fireworks display. Assistant Chief Jim Hendrich was present to report the progress of the Police Department study committee. He noted that he committee determined three major areas of concern: (1) facility needs and location, (2) personnel, meaning salaries, overtime, and turnover, (3) department satisfaction, career orientation. Councilor Roach asked if the study committee will continue. Councilor Sedlack noted that items one (1) and two (2) will have to be dealt with through Council, and that the Police Department could be left to develop item three (3) internally. Mr. Jim Wright gave a monthly report which included the purchase of 26 tons of stone, 41 tons of hot mix; the installation of B new stop signs and repair of 14 other signs; repaired and cleaned storm sewers; painted parking spaces and school crossings. ® Councilor Sedlack requested information on the Street Department garage. Mayor Harmless indicated that an executive session would have to be schedule to discuss real estate negotiations. Mayor Harmless announced an executive session of the Common Council on Tuesday, July 24, 1990 at 7:00 p.m. in City Hall. Mr. Larry Wilson noted that the Mary Dean case had been continued until November. Discussion occurred concerning the Southern Highway. Recommendations from Officers and Departments: Resolution 1990 -9, A Resolution Endorsing Application to Section 6 Existing Housing Program, was presented to Council and was read in its entirety by Mr. Wilson. Mr. Max Johnson was present to explain the program. Councilor Sedlack moved to approve Resolution 1990 -9 as presented. This motion was seconded by Councilor Rokicki, and was carried by an aye unanimous vote. Mayor Harmless declared Resolution 1990 -9 to have been passed and adopted this date. Ordinance 1990 -16, An Ordinance Approving the Petition of Indiana Asbury Towers United Methodist Home, Inc., to Vacate Public Right -Of -Way Located in the City of Greencastle, Putnam County, Indiana, was presented to Council and read in its entirety by Mr. Wilson. Mayor Harmless convened the public hearing and asked for comments or questions. Mr. Clapp asked if it would be a fire lane. Chief Elmore indicated it could be used to service the homes on that street. It was noted that it would be considered a private drive. Mr. Wilson indicated that all present utility easements remain in effect. Councilor Roach moved to approve Ordinance 1990- ® 16 as presented. This motion was seconded by Councilor Sedlack, and was carried by an aye unanimous vote. CC 7/10/90 Page 3 Recommendations continued: ® Mayor Harmless declared Ordinance 1990 -16 to have been passed on first reading this date. Ordinance 1990 -17, An Ordinance Approving the Petition of DePauw University, to Vacate Public Rights -Of -Way Located in the City of Greencastle, Putnam County, Indiana, was presented to Council and read in its entirety by Mr. Wilson. Mayor Harmless convened the public hearing and asked for comments or questions. Mr. Clapp asked if the fraternity house on the corner needed access. Mr. Wilson noted that the rights -of -way in question now only serve the houses in the subdivision, which have been purchased by DePauw University. Councilor Rokicki moved to approve Ordinance 1990 -17 as presented. This motion was seconded by Councilor Sedlack, and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1990 -17 to have been passed on first reading this date. Resolution 1990 -10, A Resolution Approving the Terms and Conditions of the Loan to Main Street Greencastle, Inc., was presented to Council and read in its entirety by Mayor Harmless. Mr. Wilson explained the exhibits and the recapture plan associated with the above loan for the Opera House Project. Councilor Roach moved to approve Resolution 1990 -10 as presented. This motion was seconded by Councilor Sedlack, and was carried by an aye unanimous vote. Mayor Harmless declared Resolution 1990 -10 to have been passed and adopted this date. Ordinance 1.990 -18, An Ordinance Establishing the Size of Departments of City Government of the City of Greencastle, Indiana, • Fixing Salaries for the Employees of Such Departments and Fixing Salaries of Certain Other Appointed Officials for the Year 1991, was presented to Council and was read in its entirety by Mayor Harmless. Councilor Sedlack indicated that the ordinance reflected Fifteen Hundred Dollar ($1,500.00) administrative increases and One Thousand Dollar ($1,000.00) increases for other salaried employees. Mayor Harmless noted that the City Engineer salary was increased by Three Thousand Dollars ($3,000.00) per division because of the difficulty in securing a full -time engineer. He also noted that the Building Inspector was changed to a full -time position, and that part -time wages in the amount of Twelve Hundred Dollars ($1,200.00) was added to the City Hall staff. Discussion ensued concerning the salaries in the Police Department and the salaries in the Water Department. Councilor Rokicki moved to approve Ordinance 1990 -18 with the understanding that it could be amended before second reading. Councilor Sedlack seconded the motion as stated. A roll call presented the following vote: AYES: Councilor Sedlack NAYS: Councilor Roach Councilor Rokicki Mayor Harmless declared the motion to have been defeated. With no further business, Councilor Roach moved for adjournment.
