AN ORDINANCE AUTHORIZING THE ISSUANCE OF A SPECIAL USE PERMIT FOR A BEAUTY SALON, NAIL SALON, AND MASSAGES SERVICES AT 24018 W. LOCKPORT STREET, IN THE VILLAGE OF PLAINFIELD, WILL COUNTY, ILLINOIS WHEREAS, the Village of Plainfield has considered an application for a special use permit to permit personal services that include a beauty salon, nail salon, and massage services for the business known as The Loft Hair Salon on property located in the B-5, Traditional Business District, at 24018W. Lockport Street, and the Plainfield Plan Commission has made certain findings based on the evidence presented in said case that: a.The special use will not be injurious to the use and enjoyment of other property in the immediate area for the purposes already permitted, nor substantially diminish property values within the neighborhood; and b.The establishment of the special use will not impede the normal and orderly development and improvement of the adjacent properties for uses permitted in the subject zoning district. Board absent: Trustee Kalkanis. Others Present: Brian Murphy, Village Administrator; Steve Amann, Engineer; Allen Persons, Public Works Director; Jon Proulx, Planning Director; Lonnie Spires, Building Official; Traci Pleckham, Management Services Director; Rick Kaczanko, IT Director; and John Konopek, Chief of Police. Trustee Larson moved to approve the Minutes of the June 8, 2020 Committee of the Whole Workshop. Second by Trustee Calkins. Vote by roll call. Benton, yes; Bonuchi, yes; Calkins, yes; Kalkanis, absent; Larson, yes; Wojowski, yes; Benton, yes; Bonuchi, yes; Calkins, yes. 5 yes, 0 no, 1 absent. Motion carried. PRESIDENTIAL COMMENTS No Comments. TRUSTEE COMMENTS Trustee Larson: Stated that Car Shows are resuming and encouraged everyone to practice social distancing. Expressed concerns regarding garbage left at the Riverfront and the K-9 Memorial. Stated that K-9 Kody’s services will be held on Wednesday. Expressed concern regarding the flooding issues in the Vintage Harvest Subdivision. Administrator Murphy and Steve Amann addressed the flooding issue, history, detention pond, and mitigation. Administrator Murphy stated that he will keep the Board in the loop on discussions with the homeowners. Expressed concern regarding Pulte removing their item from the Plan Commission Meeting last Tuesday. Trustee Bonuchi: Congratulated Dennis Hamilton, a former PEMA Captain, for receiving the Behind the Mask Award. Commented on the flooding issues in Vintage Harvest and pointed out the subdivision is over 20 years old and doesn’t reflect on the engineering and staff the Village has today. Trustee Bonuchi requested staff provide the Board with some history of the pond so that everyone has the same information. Trustee Benton stated that the liability question was clarified last meeting. Trustee Benton questioned why flooding is a problem now. Mr. Amann provided some history and information regarding rainfall and groundwater. Trustee Wojowski: Encouraged everyone to check on the elderly. Stated that the Village is working on the issues with Vintage Harvest. 19 Village of Plainfield Committee of the Whole Meeting Minutes – June 8, 2020 Page 2 Commented that comments from the Board at meetings have a direct impact. Mayor Collins pointed out that the Village had a different engineering firm at the time Vintage Harvest was built. Mayor Collins pointed out that previously residents along the pond were not in favor of changes to the pond. Mayor Collins also pointed out that Board comments do cause builders to react. Trustee Calkins stated that it’s our job to protect the citizens, if a builder does not build, there will be another. Home purchasing is a big deal. PUBLIC COMMENTS Administrator Murphy noted that two (2) public comments were submitted: Amy Oslos submitted a public comment expressing concern regarding the decorative lighting at Village Green. Paula Mingucci submitted a public comment expressing concern regarding property acquisition. WORKSHOP 1)FIELDS II Administrator Murphy stated that this item has been removed from the Agenda at the request of the applicant. 2)POLICE DEPARTMENT PRESENTATION Chief Konopek gave a presentation regarding the Plainfield Police Department in today’s society. Chief Konopek reviewed the Mission Statement, Police Department values, community engagement, shared principles, qualified immunity, and police officer training including use of force, de- escalation, less-lethal equipment, arrest tactics, and additional training. Chief Konopek also reviewed recruitment process, recruitment resources, and career fairs. Administrator Murphy pointed out that the Plainfield Police Department has managed 14 civil rights events without incident. Mayor Collins thanked staff for the presentation and read the reminders. Trustee Larson moved to adjourn. Second by Trustee Calkins. Voice Vote. All in favor, 0 opposed. Motion carried.
