Randy Allen welcomed the group and introduced the guest speaker, Jon Roberts with TIP Strategies and
Jon then introduced his colleague Kathleen Baireuther.
Jon Roberts began his presentation by looking back at what had been discussed at the last gathering.
Jon gave an overview of TIP Strategies and went over the national trends
• Shock of Current Events
o Housing sector decline – Feb 2007 Freddie Mac announces no more risky sub-prime
purchases
o Energy prices volatility – Jul 2008 Oil at $147/barrel
o Financial crisis – Feb 2008 Bush signs Economic Stimulus Act
o Staggering job loss – Aug 2009 nearly 7.4 million jobs lost
• Trends the Geography of Jobs
o Showed a map of where the job shed and job gains between 2004 to present day.

• Social Media and how important it is.
o Interactive communication brings people in.
Twitter and the retweeting of information is how messages can get spread
o Rethink marketing tools & methods
Mailing lists are obsolete
• Economic Development should not be done in a vaccum.

• Jobs are a good measure long-term but not when looking for short-term success
TIP Definition of Economic Development – application of public resources to stimulate additional private
investment – with long term goal of wealth creation
• Business decisions are NOT economic development decisions. Businesses are not in the
business of creating jobs.
• In typical ED - we give incentives based on X jobs and have clawbacks for not meeting goals
• Businesses only play the ED game when they have to – they want to make money NOT jobs.
o Nervous about hiring – can you support this person (benefits/salary/taxes/etc)
Jon Roberts then went over
• Trends of Unemployment Rate
o Labor crisis
o Skills gap – lots of applicants but not with the skills needed
• Highest category – self employed
• Trends of Private Sector Employment
o When you lose jobs what happens to the people?
Don’t lose the talent just because you lose the jobs
Retain them as individuals
• Demography is the future that already happened
• Political issues can change outlook
o Immigration
o Raising the retirement age
o Outsource of labor
o Technology – businesses will find a way to get around unskilled workforce

• Kathleen Baireuther explained that a small business has a local market focus where an
entrepreneur is more export oriented
Jon went on to talk about the recent meeting he had with St. Mary’s regarding their upcoming new
facility and the plans for the current facility once it becomes vacant.
• 50 – 100 people will be coming to work during the transition from old site to new site.
o These will be highly skilled and proficient people
o Coming in under the radar screen – SHOULD NOT BE UNDER THE RADAR –
PROMOTE THIS
o Will need housing/food/entertainment
Key Issues
• One simple piece that can’t be ignored is the supply side
o Where can it occur?
o What levers need to be pulled?
• Presence of young people – college graduates under 35 is a direct correlation to the
probability of the economy being strong.
• What allows me to capture the young educated person?
o Institutions of higher learning
o Don’t confuse w/ cause and effect
o Have to have job opportunities but they will also create their own too
• Why isn’t Lincoln University and Mizzou a big part of the Economic Program?
o Busy recruiting targeted industries
o Carolyn Mahoney pointed out that they are getting more involved
o Lori Hoelscher pointed out the need for Tech schools
o John Landwehr suggested to Jon Roberts that he include Linn Tech as they are very
much engaged.
• Randy Allen spoke of the County’s recent Master Plan and how it shows that we are losing
our young people
Are we organized to be an effective Economic Development?
• Chamber
• EDC
• Development Corporation (EDC is the same as Development Corporation-Economic
Development Corporation)
Discussed some survey question:
• Are you satisfied?
• Are you organized?

• How do you organize?
Are we willing to explore non-traditional economic development and if so – are we organized to do this?
• Bob Gilbert asked for the definition of traditional and non-traditional economic development
• Non-traditional – has different measures. Considers property values/sales taxes
o Feasibility vs. Desirability - the nightclub/meat rendering/mini golf/R&D facility
Begin with existing assets:
• St. Mary’s site
• Lincoln University
• Mizzou
Going back to the organization – the Regional Element
• What is the relationship in what is happening in the region
• Missouri CORE – still fairly new entity that has undergone a recent change in staff.
Tupelo MS – changed the way they did things. Think holistically
Benchmarks – learning from others is good but they do not have to be EXACTLY like you in order to learn
something. Austin TX – not like us but we can learn things.
Chris Wrigley mentioned that he did not care what the goal is but is has to have a measure of success.
• Jon Roberts responded that you don’t have to ignore measures of counting jobs but look at
other things too such as sales tax
• A measure needs to be objective and consistent over time
Randy Allen asked the question: How do we get unstuck?
• Have strategic plan
o Has to have committed local leadership
o Concerted education effort – full bore / non-stop
o Has to be opportunity driven
The reuse of St. Mary’s – a discrete project linked to traditional and non-traditional economic
development
• Sector is healthcare
• Begin as most creative aggressive ideas – the current St. Mary’s site
• Look for highest impact then filter down
o Build target industry around that
o Health Information Management
How are these programs at Lincoln University and Mizzou

Could they be housed at the St. Mary’s site?
Dr. Carolyn Mahoney shared with the group what Lincoln University has been working on:
• Surgical technology
• Nano-techology
• IED – acoustic lasers
Jon Roberts mentioned SBIR Contract and how they are utilized with research facilties
Randy Allen asked about multi-tasking
• Jon Roberts indicated that yes, we have to juggle otherwise things don’t get done
• Key is “empowerment”
Talent
• Workforce ~ Yuppies – young educated
Innovation
• R & D
• Entrepreneurship – with a purpose
• Technology
• Recruit that fit profile and that already have an idea (i.e. Dell laptops/cooling fan)
Place
• Authenticity
• Activity – especially after 5 p.m.
• Vibrancy
Randy Allen asked – Are we at a point where we make a decision on recommitment?
• Jon Roberts suggested that we give ourselves a 30 day window to make consensus or we
should not make a change
• Be prepared to:
o Funds in place
o Staff in place
o Broad agreement
• Agreement – 30 days = plan
• Implementation – 6 months
o Feasibility study
o Conceptual study

• Suggested to have developer forums – include retailers too
o Bring in people to be on “Blue Ribbon Project”
• TIP Strategies has set precedent – they are not winging it
• Can do a National RFI/RFQ
• TIP will be emailing survey to the group
Do we want a new strategic plan that is just for St. Mary’s as a spring board?
Randy Allen – aren’t we talking about looking at entire program and putting things in different context
Example exploration meeting
• Stimulate our thinking rather that just what was presented
• Don’t lose momentum
John Landwehr asked if we were skipping over the question about organization.
• Continuing what we are doing - gets city/county off the hook as they just write a check and
the work falls to the Chamber.
• Is this the right model?
Randy Allen – we need to move forward to develop a new strategy
• By the April Board of Directors meeting to move forward with getting scope of work from
TIP Strategies
• Price so we have options
• Money in our budget in CORE
o Convince folks in Columbia and leverage how we can get w/others
Mike Bates – is the structure part of the process?
• Set goals then decide if the structure is right. Whatever the structure is…to be successful we
are fine and support this.
Linda McAnany – if there is a consensus now – what will 30 days do?
Randy Allen – structure so we have options
• Should we look at other consultants?
• RCGA and Springfield Chamber is using MarketStreet
• Like having a different perspective – unless price is a factor
Mike Bates – advantages of having someone else take a look. The Chamber does not have to deal with a
selection process like the city and county do.

Janet Wear-Enloe – how do we make this happen?
Randy Allen – they spend resources on bringing people in…they will facilitate and guide us.
Jeff Hoelscher – bringing a guy in for fresh perspective is smart
Missy Bonnot – Jon Roberts is excited about the prospect of maybe working with us. He said that the St.
Mary’s is a great project and there are others that are out there – this is just the tip of the iceberg
Bob Gilbert – the young group decline is a factor that has to be dealt with
Eric Struemph – Jon used words like dual-track – allowing us to keep several things in motion and keep
us on track
Deb Bond – in 10 years we want to be his “Austin TX”
Bob Gilbert – made a plug for the Topeka trip and how important it is to learn from others
Jim Penfold – can’t wait 4 years…can’t get really going until the site is vacant
