HomeMy Public PortalAbout7/24/1990 specialGREENCASTLE COMMON COUNCIL Special Session July 24, 1990 • The Greencastle Common Council met in special session on Tuesday, July 24, 1990 in City Hall. The meeting was called to order at 7:45 p.m. On call of the roll the following members were shown to be present: Councilor Sheri Roach, Councilor Tim Conway, Councilor Sue Murray, Councilor Bob Sedlack. Also present was City Attorney Larry Wilson. Approval of Minutes: The minutes of June 11, 1990 and June 12, 1990 were distributed to Council. Councilor Sedlack moved to approve the above minutes as distributed. This motion was seconded by Councilor Murray and was carried by an aye unanimous vote. The Clerk- Treasurer noted that copies of the minutes of the two public hearings held in conjunction with the CF89 -119 project were distributed to Council. Recommendations from Officers and Departments: Ordinance 1990 -16, An Ordinance Approving the Petition of Indiana Asbury Towers United Methodist Home, Inc., to Vacate Public Right -Of -Way Located in the City of Greencastle, Putnam County, Indiana, was presented to Council and read by title only by Mayor Harmless. Councilor Roach moved to approve Ordinance 1990 -16 as presented. This motion was seconded by Councilor Sedlack and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1990 -16 to have been passed and adopted this date. Ordinance 1990 -17, An Ordinance Approving the Petition of DePauw University, to Vacate Public Rights -Of -Way Located in the is City of Greencastle, Putnam County, Indiana, was presented to Council and read by title only by Mayor Harmless. Councilor Murray moved to approve Ordinance 1990 -17 as presented. This motion was seconded by Councilor Sedlack and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1990 -17 to have been passed and adopted this date. Ordinance 1990 -18, An Ordinance Establishing the size of Departments of City Government of the City of Greencastle, Indiana, Fixing Salaries for the Employees of Such Departments and Fixing Salaries of Certain Other Appointed Officials for the Year 1991, was presented to Council and read by title only by Mayor Harmless. Discussion occurred concerning each department listed in the salary ordinance. Concerning the Police Department, the additional officer was noted and approved. Councilor Murray indicated that the study committee has the goal of the 1992 salary ordinance for implementation of career ladder changes. In regards to the Fire Department, Chief Elmore explained going back to the Kelly system of scheduling as opposed to the three platoon system. He also indicated similar concerns for career ladder changes in the Fire Department. Mr. Jim Wright noted that the Street Department has added an additional part -time member. In regards to the Cemetery Department, the part -time summer member is included, although is expected to be funded through other Cemetery accounts. Changes in the Park 5 Recreation Department included the addition of swim instructors to be offset by fees charged for swim instructions. • CC 7124/90 Page 2 Recommendations continued: S Concerning the Water Department, Council requested that the ordinance indicate the Five Hundred Dollar ($500.00) increase in salary be contingent upon receipt of the plant operating license and available to any Water Department employee who succeeds in obtaining such license. Council also requested that Mr. Phillips receive the same administrative increase, that being Fifteen Hundred Dollars ($1,500.00), as all other department heads. Councilor Sedlack moved to approve Ordinance 1990 -18 with the understanding that the above amendments be included prior to second reading. This motion was seconded as stated by Councilor Murray and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1990 -18 to have been passed on first reading this date. With no further business, Councilor Sedlack moved for adjournment.
