Call to order and confirmation of quorum Chair Jesse Mowles-Aring called the meeting to order at 7 p.m. Public Space and Sustainability Manager Stephanie Trueblood called the roll and confirmed the presence of a quorum. 2. Agenda changes and approval There were no changes. Motion: Member Cole Kenworthy moved to approve the agenda as presented Member Richard von Furstenberg seconded. Trueblood called the roll for voting. Vote: 6-0. Ayes: Members Carl Cuthbertson, Kenworthy, Andrew Landstrom, Mowles-Aring, Alyse Polly and von Furstenberg. Nays: None. Absent: James Pattison and Chelsea Gailey. 3. Minutes review and approval Minutes from regular meeting on Jan. 18, 2022 There were no changes. Motion: Kenworthy moved approval of the Jan. 18, 2022, minutes. von Furstenberg seconded. Trueblood called the roll for voting. Vote: 6-0. Ayes: Members Cuthbertson, Kenworthy, Landstrom, Mowles-Aring, Polly and von Furstenberg. Nays: None. Absent: Pattison and Gailey. 4. Discussion items A. Continued discussion of connectivity plan updates for Comprehensive Sustainability Plan with VHB (consultant) PARKS AND RECREATION BOARD MINUTES | 2 of 3 Candice Andre, Don Bryson and Margaret Tartala from VHB joined the meeting. They explained they had met with Orange County staff to gather information and at this meeting they would be asking the board some questions and noting their answers and prioritization specifically regarding bike/pedestrian usage and connections. Pattison joined the meeting at 7:16 p.m. The board asked questions about places where connections could possibly be made. Tartala noted the areas of interest. B. Continued discussion of process for identifying additional skate spots in town Trueblood and the board discussed that those interested in suggesting locations should suggest an address but there is no need for them to do research on a potential site. It was noted that if Cedar Ridge High School students are asked to give input then Orange High School students should be asked as well. 5. Parks and recreation-related reports A. Board of Commissioners English shared recent decisions and discussions on the board. Board of Commissioners meeting summaries are available in the News section of the town website, www.hillsboroughnc.gov. B. Planning Board Polly summarized the meeting and noted the board worked on trying to improve the language requiring sidewalks on private streets. C. Intergovernmental Parks Work Group There was no report. The group meets again in April. 6. Park steward reports Board members reported on the conditions of the parks for which they serve as stewards. Trueblood noted any small repairs that needed attention and gave brief reports on small repairs that had been made since the previous meeting. 7. Staff updates Trueblood reported that: • Some repairs were made at Cates Creek Park related to vandalism. • There have been complaints about a person harassing people at Cates Creek Park. The Hillsborough Police Department is following up. • Compost blankets will be installed on the hillside at Gold Park and on the large hill at Kings Highway Park. • Community volunteers have removed a remarkable number of invasive plants along Riverwalk. • Creek Week is coming in March. Please share information. • Spring garden cleanups will begin soon. • She is replacing the sign at Kings Highway Park that has old information and was knocked down by a car. • She needs volunteers to help maintain the Bee Hotel. PARKS AND RECREATION BOARD MINUTES | 3 of 3 8. Adjournment Motion: Pattison moved to adjourn at 8:53 p.m. Cuthbertson seconded. Trueblood called the roll for voting. Vote: 7-0. Ayes: Members Cuthbertson, Kenworthy, Landstrom, Mowles-Aring, Pattison, Polly and von Furstenberg. Nays: None. Absent: Gailey.
