HomeMy Public PortalAbout8/14/1990GREENCASTLE COMMON COUNCIL Regular Session August 14, 1990 • The Greencastle Common Council met in regular session on Tuesday, August 14, 1990 in City Hall. The meeting was called to order at 7:40 p.m. On call of the roll the following members were shown to be present: Councilor Sheri Roach, Councilor Tim Conway, Councilor Sue Murray, Councilor Bob Sedlack, Councilor Mike Rokicki. Public Petitions and Comments: Present in the audience were Mr. Jim Stevens, Mr. David Archer and Mr. George Schneider to request information concerning the prospective steel plant. Their questions included the name of the company, water use by the operation and its effect on the rate payer, the possible use of hazardous material and it effect on the water supply. Mayor Harmless explained that the prospective plant is a joint venture of Armco Advanced Materials Co., Butler, PA. and Acerinox S.A., Madrid, Spain to be called North American Stainless. He continued that many meetings have occurred concerning the above questions and that the final numbers are not yet available. Although he expressed regret that this information could not yet be shared with the public, he assured the audience that experts in the fields of engineering, law, and finance have been called in to advise the city in regards to this project. He also noted that the state is very involved in this project and that all elected officials have been kept apprised of the developments at the state level. Councilor Sedlack explained that after North American Stainless announces its desire to build in Greencastle, then Council will have to deal with the issues such as tax abatement in • a public session. Councilor Rokicki indicated that all the issues, including quality of life in Greencastle, will have to be weighed by the elected officials representing the citizens who elected them. Councilor Roach added that as much research as possible is done before decisions are made concerning the community. City Attorney Larry Wilson entered the meeting at this time. Discussion ensued concerning the use of hazardous materials to which Mr. Wilson responded that with new construction, the facility would have to meet the all the more restrictive guidelines of the IDEM and the EPA. Dr. Wayne M. Lewis was present to ask that the letter sent to the Mayor, Attorney and City Councilmembers be read. Mr. Wilson noted that said letter could be attached to the minutes of this meeting (see attachments). Councilor Rokicki requested that the agenda be adjusted to allow for the immediate reading of Ordinance 1990 -21. The consensus of Council was to allow the reading. Ordinance 1990 -21, An Ordinance Amending the Greencastle Zoning Map to Rezone 407 -409 Melrose Avenue from R -1 (Single Family Residential) to R -P (Residential - Professional), was presented to Council and was read in its entirety by Mr. Wilson. Mr. Wilson noted that first reading occurred at a public hearing held at the Plan Commission meeting of July 23, 1990. Councilor Murray moved to approve Ordinance 1990 -21 as presented. This motion was seconded by Councilor Rokicki. Discussion ensued concerning the pending lawsuit in regards to this property. Mr. Wilson explained that the pending litigation would become moot upon passage of this ordinance and that he expected the suit to be dropped. Councilor Conway asked the amount expended to date concerning this O litigation. The Clerk- Treasurer responded that $2,965.54 had been paid to Mr. J.D. Calbert to date. On call for the question the motion was carried unanimously. CC 8/14/90 - Page 2 Mayor Harmless declared Ordinance 1990 -21 to have been passed • and adopted this date. Approval of Minutes: The Clerk- Treasurer noted that minutes of July 10 Regular Session, July 24 Executive Session, July 24 Special Session, July 31 Special Session, and August 10 Executive Session were distributed to Council and asked that approval be granted at the special session of August 21, 1990. The consensus of Council was to approve the above minutes at the August 21 special session. Approval of Treasurer's Report: The Treasurer's Report of June, 1990 was distributed to Council. Councilor Sedlack moved to approve the Treasurer's Report as presented. This motion was seconded by Councilor Murray and was carried by an aye unanimous vote. Department Reports: Chief Jack Hanlon reported 437 complaints for the period which included 50 arrests. He also noted that two branch bank robberies occurred in Greencastle, one on July 20, 1990 at the Central National Bank branch in Putnam Plaza, and one on August 7, 1990 at the First Citizens Bank branch in Putnam Plaza. Concerning personnel changes, Laura Eastham and Anna Lunsford have resigned from school crossing guards positions; Marsha Costin will be resigning from the Parking Violations Officer position. Assistant Superintendent Mike Neese reported a monthly flow of 1.2 MGD, 28 sewer calls, and 2230 feet of lines cleaned by the vactor truck. Mr. Neese reported that ladybugs had been released in the reed beds to deter the infestation of aphids. • Street Commissioner Jim Wright delivered a monthly report which included, but is not limited to, picking up 14 dogs, installing 110 new street signs, patching alleys, painting curbs and parking spaces, work in the park, and street sweeping. The repaving schedule for 1990 was released as follows: Avenue E, Avenue D, Primrose Lane, Cassada Drive, Simpson Street, Anderson Street (590 feet west of Bloomington), Dogwood Lane (500 feet). Fire Chief Bob Elmore reported 10 runs for the period, nine city and one township. Five city and two state inspections were completed. Chief Elmore also noted that specifications for the 1971 Mack refurbish is complete and ready for review by the Board of Works. He continued that the 1997 ward LaFrance failed the pump certification test and the cost for a complete overhaul has been determined to be approximately $6,000.00. Stan Lambert, Recreation Director, reported continued activities in the Park, including a successful tennis tournament, and an upcoming Back -to- School Fashion Show. He expressed appreciation for the excellent job done by Assistant Recreation Director Shawn Gobert. Mr. Lambert noted that shelter A5 is completed and available for reservation. The major leak in the pool was repaired with temporary measures in anticipation of the new pool project. Mr. Lambert continued that vandalism is down, but graffiti has increased and the park purchased a trial amount of graffiti proof paint. Recommendations and Requests from Officers and Departments: Ordinance 1990 -19, An Ordinance Fixing the Salaries of Elected Officers of the City of Greencastle for the Year 1991, was presented to Council and read in its entirety by Mayor Harmless. • Councilor Sedlack moved to approve Ordinance 1990 -19 as presented. This motion was seconded by Councilor Rokicki, and carried by an aye unanimous vote. CC 8/14/90 Page 3 Mayor Harmless declared Ordinance 1990 -19 to have been passed • on first reading. Ordinance 1990 -20, Ordinance For Appropriations and Tax Rates, was presented to Council and read in its entirety by Mayor Harmless. Line item budget review occurred. Discussion ensued concerning the Council appropriation for legal fees. City Attorney Larry Wilson is to research contractual legal fees prior to second reading. Councilor Rokicki moved to approve Ordinance 1990 -20 on first reading. This motion was seconded by Councilor Roach and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1990 -20 to have been passed on first reading. With no further business, Councilor Sedlack moved for adjournment. We are registered by the State of Indiana and have been recorded with the Putnam County Itecnrtlers Office. We also have a roster of five (5) officers and thirty  two (32) members in good standing with our association. The association was formed on the advise of our attorney, Mr. Seth Lewis of Danville, Indiana, in response to the annexation proposed during the summer of 1989.
