Special Session
August 21, 1990
• The Greencastle Common Council met in special session on
Tuesday, August 21, 1990 at 7:30 p.m. in City Hall. On call of the
roll the following members were shown to be present: Councilor
Sheri Roach, Councilor Tim Conway, Councilor Sue Murray, Councilor
Bob Sedlack, Councilor Mike Rokicki. City Attorney Larry Wilson
was also present.
Public Petitions and Comments:
Mayor Harmless read into the minutes the attached letter from
Margaret Catanese of DePauw University asking that Central Street
remain closed until October 1, 1990. Present for the discussion
were Mrs. Catanese, Mr. Jim Daugherty, DePauw University, and Mr.
Paul Luken, Mr. Dennis Lif.fi.ck, Greencastle School Corporation.
Mr. Luken, Principal of Ridpath Elementary School, concurred with
the request, noting that the preference would be for Central Street
to remain one way even after construction ends for reasons of
safety. Mayor Harmless continued that residents will have to be
notified and repairs scheduled. Councilor Rokicki moved to
continue the closure of Central Street until October 9, 1990. this
motion was seconded by Councilor Roach, and was carried by an aye
unanimous vote.
Approval of Minutes:
The minutes of July 10 regular session, July 24 executive
session, July 24 special session, July 31 special session, and
August 10 executive session were presented to Council for approval.
Councilor Conway requested that the minutes of August 10 reflect
execution of the inducement agreement for the Wal -Mart Project.
Councilor Sedlack requested that the reference to Mr. Clapp in the
minutes of July 10 regular session be corrected to read Mr. Joe
• Clapp. With those corrections, Councilor Sedlack moved to approve
the above listed minutes. This motion was seconded by Councilor
Murray, and was carried by an aye unanimous vote.
Approval of Treasurer's Report:
The Treasurer's report of July, 1990 was presented to Council
for approval. Councilor Murray moved to approve the report as
presented. This motion was seconded by Councilor Rokicki, and was
carried by an aye unanimous vote.
Recommendations and Requests from Officers and Departments:
Ordinance 1990 -20, Ordinance for Appropriations and Tax Rates,
was presented to Council and read by Mayor Harmless. Discussion
ensued with one line item change in the Other Services and Charges
Category of the Common Council budget. The Cable Access
Programming appropriation of $20,000.00 was reduced to $10,000.00,
and a Contractual Legal Fees appropriation in the amount of
$10,000.00 was added. With that change, Councilor Rokicki moved to
approve Ordinance 1990 -20 on second reading. This motion was
seconded by Councilor Murray, and was carried by an aye unanimous
vote.
Mayor Harmless declared Ordinance 1990 -20 to have been passed
and adopted.
Resolution 1990 -12, A Resolution Declaring an Economic
Revitalization Area Passed by the Common Council of the City of
Greencastle, Indiana, (Wal-Mart Distribution Center), was presented
to Council and read in its entirety by Mayor Harmless. Councilor
Rokicki moved to approve Resolution 1990 -12 as presented. This
motion was seconded by Councilor Murray. Discussion ensued with
Mr. Wilson noting that the above resolution allows for the granting
of tax abatement on improvements to the property in the designated
area, in this case only the structure, not the equipment. Further

Recommendations continued:
® issues discussed about the project were short -term inconvenience of
construction, long -term tax benefits of the distribution center,
the traffic plan to be developed by Jim Frazell and Jim Wright for
construction traffic. on call for the question, the vote in favor
of the motion was unanimous.
Mayor Harmless declared Resolution 1990 -12 to have been passed
and resolved.
Council Reports and Comments:
Councilor Murray asked for an update on the Greater Eastside
Sewer Separation Project. Mayor Harmless noted that the plans are
available at City Hall for inspection and that bid opening has been
scheduled for September 13, 1990 at 4:00 p.m. in City Hall.
Councilor Conway requested the procedure for getting weeds
cut. Mr. Wilson explained the procedure, noting that in cases of
safety urgency the street department can cut weeds. Discussion
continued concerning setbacks in an agriculture zone and the
pesticide runoff from farming.
With no further business, Councilor Murray moved for
adjournment. This motion was seconded by Councilor Sedlack, was
carried by an aye unanimous vote, and the meeting was adjourned at
8:30 p.m.

Dear Council flennbers:
Due to the continuing construction of the Media Center, De.Pallw University would
like to request that Central Street remain closer) until October 1, 1990. Central
Street was closed last spring because the staging of equipment and material for
the Media Center was creating a potential safety hazard to vehirtilar and
pedestrian traffic. The primary reason for requesting a continuation of the
street closing is to insure the safety of Rirpath Elementary School students.
The risk of an accident involving Students going to and from school is very high
as long as construction activitfes are taking place on Central Street.
Construction workers who have moved about, freely in the area since last spring
would also be at risk if traffic is allowed to move behind the Media (.enter.
As the beginning of the school year is rinse at, hand, It world seem logical to
continue the closure of Central Street as opposed to opening the area too soon
and then rte Y.e rrni ning that tho risk of Injury to students, motorists, and workmen
is unacceptable. A continuation of the same traffic flow procedures that were
in effect at the close of last school year would keep confusion to a minimum.
Recent dlscusslons with Rirlpath officials revealed there was less c onges tion when
Central Street was closed than whorl it was open. this was clue mainly to the

requests that Central Street remain closed until October 1, 1990.
