HomeMy Public PortalAbout8/30/1990 specialGREENCASTLE COMMON COUNCIL Special Session August 30, 1990 The Greencastle Common Council met in special session on Thursday, August 30, 1990 at 5:00 p.m. in City Hall. On call of the roll the following members were shown to be present: Councilor Sue Murray, Councilor Sheri Roach, Councilor Bob Sedlack. Councilors Tim Conway and Mike Rokicki were absent. Mayor Harmless requested an update on the straight line wind and /or micro -burst storm that occurred in the city at approximately 4:35 a.m., Wednesday, August 29, 1990. Mayor Harmless noted that there were no injuries related to the storm, however loss of trees could be upwards of one thousand. The Presbyterian Church was gutted by fire caused by lightening. Power outage occurred in 95% of the city. Police Chief Jack Hanlon reported that the department was available through the night for foot patrol and additional assistance. He continued that the greatest expense due to the storm would be overtime. Fire Chief Bob Elmore reported that the department is putting equipment back together and resting the crews. Three fire fighters were treated and released; there were five fire calls through the day and evening. Providing mutual aid through the period were the following departments: Cloverdale, Madison Township, Fillmore, Reelsville, and Roachdale. Chief Elmore expressed the concern that no brush be burned by city residents. Street Commissioner Jim Wright reported that six crews were out removing trees and brush. He noted that residents with the capability may haul brush out to the Old Industrial Park for chipping. Mr. Wright continued that four chippers and two bucket trucks are working in the city, that DePauw students have helped ® the neighborhoods, and that INDOT will be back Friday with 30 trucks to haul brush. State Farm crews will be made available for loading brush. Superintendent Leon Phillips reported water damage to one roof, and that the water service continued through the outage period by generated power. Charlene Nichols, Sewage Superintendent, reported that the plant only lost power momentarily. The biggest concern was power to the lift stations. At the time of the meeting power had been restored to all lift stations. Mr. Dick Bell, Planner from State Emergency Management, was in Greencastle throughout the day and night for assistance. Mr. Bell commended the City of Greencastle for there Emergency Response Plan and noted that he would be available for damage reporting assistance if needed. Building Commissioner Bill Lawrence asked that Council waive storm damage building permit fees for a period of thirty days. He noted that residents will be asked to fill out applications for permit in order to track damage estimates due to the storm. The Clerk- Treasurer noted that City Hall staff will accept phone requests for storm damage permit applications and mail them to residents. Councilor Murray moved to waive building permit fees for storm damage repairs as requested by the Building Commissioner. This motion was seconded by Councilor Roach and carried by an aye unanimous vote. Mrs. Joyce Heeke of the Red Cross reported that they have provided food, clothes and shelter for one family thus far, and if anyone is in need of assistance to call the Red Cross. ® Councilor Murray commended the city employees for the extra effort in relation to the storm damage and cleanup. CC 8/30/90 Page 2 Mayor Harmless expressed a thank you to all the individuals, ® businesses, students, and the State of Indiana for their assistance during the emergency. Recommendations and Requests from Officers and Departments: Resolution 1990 -13, A Resolution of the Common Council of the City of Greencastle, Indiana, Authorizing the Submittal of IDIP Application to the Indiana Department of Commerce (Wal -Mart, Inc. Distribution Center), was presented to Council and read in its entirety by Mayor Harmless. Councilor Murray moved to approve Resolution 1990 -13 as presented. This motion was seconded by Councilor Sedlack and was carried by an aye unanimous vote. Mayor Harmless declared Resolution 1990 -13 to have been passed and resolved this date. Presented to the Council was a claim from Larry J. Wilson in the amount of $7,752.00 for legal services in relation to Industrial Development concerning the Wal -Mart Distribution Center and the Redbud Project. Motion to approve was made by Councilor Roach, seconded by Councilor Sedlack, and was carried by an aye unanimous vote With no further business, Councilor Sedlack moved for adjournment.
