The motion was seconded by Mr. Harrow and it passed unanimously.  Equestrian Building Co., Lot 19 South Mill St (188-1380) – project change request. Mr. Waldron made a motion to determine the removal of 3 large pine trees and replacing them with smaller native trees as an insignificant project change. The motion was seconded by Mr. Harrow and it passed unanimously.  Faith Community Church, 146 East Main St (188-1246) – minor project exemption request. The Commission determined the proposed removal of dead trees and the maintenance of live trees, while not disturbing understory plants, along East Main Street and the existing parking areas to be an exempt activity.  Rector, 19 Chamberlain St (RDA 2002-11) – minor project exemption request. A discussion was held regarding the removal of 2 healthy trees and 2 diseased trees. It was noted there was a compost pile within the Commission’s jurisdiction. The Commission determined the proposed work to be an exempt activity subject to the compost pile being located to within a previously disturbed area of the property.  Varner, 97 Ash St – minor project exemption request. Curt Varner appeared before the Commission. A discussion was held regarding installing livestock fencing and a vegetable garden outside of the 50-foot buffer zone. The Commission determined the proposed work to be an exempt activity. It was noted that due to the Conservation Restriction (CR) on the property, the property owner needs permission from the holders of the CR for the activity. Conservation Commission Meeting 23 May 2016 Page 2 of 3 7:51 PM Epstein/Rodgers, 57 Fruit Street RDA 2016-9 Request for Determination of Applicability Samuel Epstein and Vikki Rodgers, applicants/owners Mr. Epstein provided an overview of the Request for Determination of Applicability application and a sketch plan submitted by the Applicant on 25 April 2016. A discussion was about extending the driveway to allow children a safer place to play further away from the street. Mr. Waldron made a motion to close the hearing and issue a Negative Determination of Applicability with the standard conditions. The motion was seconded by Ms. Reed and it passed unanimously. 7:55 PM Gilson, 22 Hearthstone Road DEP File No. 188-1603 Notice of Intent Joyce Hastings, GLM Engineering; Greg Gilson, applicant/owner Ms. Hastings provided an overview of the Notice of Intent application and site plan dated 04 February 2016. A discussion was held regarding the wetland resources on and adjacent to the property. It was noted that an intermittent stream ran through a wet detention basin on the abutting property. A discussion was held regarding the proposed pool fence acting as a permanent immovable barrier. A discussion was held regarding the background history on the development of the subdivision. A discussion was held regarding alternative pool locations and shed placement. A discussion was held on reducing the limit of work area and installing a drywell to receive water for pool maintenance. The hearing was continued to 06 June 2016. 8:21 PM Compass Project Management, 0 Hayden Rowe DEP File No. 188-1602 Abbreviated Notice of Resource Area Delineation – continuation Chelsea Christensen, Nitsch Engineering; Mike Shepard, Elementary School Building Committee Ms. Christensen provided an overview of the revised resource area plan with the most recent revision date of 12 May 2016. Dr. Ingram noted he is in agreement with the revised delineation. Mr. Waldron made a motion to close the hearing and issue an Order of Resource Area Delineation. The motion was seconded by Ms. Reed and it passed unanimously. 8:24 PM Commission Business (continued)  Davis, 203 West Main St (188-1468) – minor project exemption request. Mr. Andy Davis appeared before the Commission. A discussion was held regarding the installation of an 18 inch block wall not touching the lake or shore, along a 32 foot by 12 foot area. The Commission determined the work to be an exempt activity. A discussion was held regarding a few standing dead trees. The Commission determined the trees could be removed but the tree stumps could not be grubbed out.  Nation, 14 Hunters Ridge Way – Certificate of Compliance (188-1546). Mr. Mark Arnold, Goddard Consulting, appeared before the Commission. A discussion was held regarding the roof drywell overflow pipe. The Commission signed the Certificate of Compliance. Conservation Commission Meeting 23 May 2016 Page 3 of 3  Town of Hopkinton, 106 Fruit St – request to waive Notice of Intent Bylaw filing fees. A discussion was held regarding the office staff monitoring the project and no need for the consultant to monitor it. Mr. Waldron made a motion to waive the Bylaw filing and consultant fees. The motion was seconded by Mr. Harrow and it passed unanimously.  A discussion was held regarding some trees which are leaning over the old railroad bed / trail on the 0 Granite Street parcel (U25 11 0). The Commission determined to have the Conservation Staff review the trail. Approved: 24 April 2017
