Call to Order:
Meeting was called to order at 5:46 PM by Chairperson Lucia Kincheloe.
Approval of Agenda:
Casey moved and Sarah seconded approval of the agenda, as distributed and amended. The
motion carried on a voice vote.
Approval of Minutes:
Lisa moved and Taryn seconded approval of the August 25 minutes as published. The motion
carried on a voice vote.
New Business:
Cindy Layton resigned the Commission, but will remain active on the Foundation. A
replacement will be named soon.
Old Business:
Some invoices from the M.A.C.-funded events are in. The process continues.
The R.F.P. on the newsletter yielded no responses. The process will begin again, not in time for
this fiscal year.
Don Asbee will submit a design for the front of City Hall area. Supplies and materials may be
purchased in time for fiscal year, as could Nichols-made sculpture supplies.
The Foundation Report:
Fund-raising for the splash park is on-going. Capital Mall is considering building the a splash
park. We wish them well on the project. The Fountain of Hope project needs 46 or more
commitments to tiles. Taryn volunteered to distribute fliers at Oktoberfest.
Committee Reports:
The Education Committee established 3 goals for the next two years:
1) Create a Catalogue of artists, exhibits and works.
2) Create an interactive art park.
3) Form a partnership with the Miller Performing Arts Center for Youth Art Week.
The Marketing Committee hasn’t met on goals, but the brochure design is in progress.
The Administration Committee has formed six goals. Jamie can compile the Committees’
reports into one document in time for review at the October meeting.
A special meeting may be necessary soon, if mini-grants need to be considered for this fiscal
year.
Lucia announced that the regular October meeting will be her last, as she will be resigning from
the Commission.

Call to Order:
Meeting was called to order at 5:53PM by Chairperson Lucia Kincheloe.
New Business:
The Commission met and reviewed Don Asbee’s designs for the sidewalk plaque project that
would be placed in the sidewalk in front of City Hall. Don Asbee asked for input and
suggestions, which the commissioners were glad to give.
Lucia moved and Don Seconded a Motion to recommend funding of the project. The motion
carried on a unanimous voice-vote.

Mini Grant Application

The City of Jefferson Cultural Arts Commission exists to ensure the arts are integral to our community’s
quality of life, economic vitality and central identity. The Commission has a Mini Grant program to
promote collaboration among the arts, business, government, educational institutions and community
residents.
The Mini Grant funding is a form of reimbursement that supports the cost of providing services to artists
and organizations and/or presenting and producing cultural programming for the public. Eligible
applicants may request up to $500 of arts program expenses. Funding is provided on first come, first
served basis.
Ineligible Expenses
Ineligible expenses include in-direct costs that are not directly related to the product. Ineligible costs
include, but not limited to, salaries, fundraising, lobbying, purchase of general supplies for
administration, computers and technology.
Funding Criteria
Projects are reviewed based on the following criteria:

Application Deadlines
Applications are accepted and reviewed by the Cultural Arts Commission year round. In order to provide
adequate review time, applications are accepted by the first Monday of each month for projects taking
place at least two months after the deadline month (i.e., first Monday in January for projects taking
place in March).

www.jeffersoncitymo.gov. Completed applications should be returned to:

Applications that are incomplete will not be considered for funding. The City of Jefferson reserves the
right to remove materials that do not comply with application requirements. Successful applicants

Thursday Night Live 500
ThNL is an event for all ages. The Zombie edition encourages costuming, makeup as well as a group 'flash mob' dance routine along with
exposure to various types of musical entertainment and live performances

Event Goals
Provide quality free entertainment appealing to a wide variety of demographics
Promote downtown Jefferson City’s bars, restaurants and storefronts
Provide a venue to cross-promote other local arts and music events throughout the
community
Provide an opportunity for sponsors to benefit from media and general exposure at the
Events
Continue to grow and enhance the Event to eventually bring in nationally known
entertainment as part of the series
ThNL is an adult Event that is family friendly
Event Description
It is expected that thousands of Zombies will converge on Downtown Jefferson City for the last
ThNL of the season Thursday, October 29 from 6-9 pm. ZombieNightLive will feature Don’t Mind
Dying, a heavy blues rock band featuring members BC, Graham Greer, Travis McFarlane, Brian
Kent, and Jason Caton. (www.reverbnation.com/dontminddying). Then from Kansas City, it’s
Almost KISS. (facebook.com/Almostkisstribute) Considered talented enough to be placed on the
world famous, "Gene Simmons Family Jewels" in front of an international audience, Almost KISS
was chosen to be included as one of only six tribute bands endorsed by Gene Simmons. Since
then, this amazing group of four musicians has continued to excite crowds all over the country,
growing substantially in popularity with their family and fan friendly show. They’ll play everyone’s
favorite KISS originals like “Beth”, “Rock and Roll All Nite”, “Shout It Out Loud” and “Lick it Up”.
At around 6:40 pm there may be an additional influx of Zombies who spontaneously combust into
jerky movements that resemble a choreographed routine conducted by Larinda McRavin. Please
only attempt to shoot them with a camera.
Guests of all ages are encouraged to dress as zombies for this second annual event and be a
part of the massive photo op at 6:50 pm. Already have a Halloween costume? Anything can be
zombiefied with a little dirt and makeup (but the JCPD request no weaponized accessories.)
Make-up stations will be conveniently located in the festival distric t. Photographers/Videographers
are invited to be on the ThNL stage to capture the historic moment.
