The following guest was present: Madeleine Leroux (News Tribune). 1. Introductions Introductions were made at this time. 2. Approval of the August 20, 2015 Committee meeting minutes Councilman Henry moved and Councilman Prather seconded to approve the August 20, 2015 minutes, motion carried. 3. New Business 1. Change Order with Horner & Shifrin for the Hayselton Pump Station (Eric Seman) Mr. Seaman explained change order is for addition survey and design and is part of the EPA Consent Order. Councilwoman Ward moved and Councilman Henry seconded to refer the change order to the City Council with recommendation to approve, motion carried. 2. Contract with Engineering Surveys & Services for the ABB Pump Station (Eric Seaman) Mr. Seaman explained the current pump station is 40 years old and is need of replacement. Minutes/Jefferson City Public Works and Planning Committee September 24, 2015 Councilwoman Ward moved and Councilman Prather seconded to refer the contract to the City Council with recommendation to approve, motion carried. 3. Transit Update-Ride the Bus Free Day (Mark Mehmert) Mr. Mehmet explained improvements to the Transit system, including five new bus shelters, new logo and uniforms. He also informed Committee members of the "Ride the Bus Free Day" on October 12. 4. Airport Project Update (Britt Smith) Mr. Smith explained the progress of the construction. There will be a 12 day closure starting October 71h. 5. Vacation of Right-of-way at Hwy 179 and Edgewood (David Bange) Mr. Bange explained the request is to vacate the utility easement in front of the parcel addressed as 2727 West Edgewood. The area was previously vacated but at the time a utility easement was retained. In addition a change will be made to the vacation description to satisfy the concerns of the title company. Councilman Prather moved and Councilwoman Ward seconded to refer the vacation of right- of-way to the City Council with recommendation to approve, motion carried. 6. Woodward Pump Station Elimination (Eric Seaman) Mr. Seaman explained the removal of the pump station on Sharon Drive will eliminate the pump station in a sensitive watershed and allows sanitary sewer service to the east side of Binder Park. 7. Amtrak Station Lease (Britt Smith) Mr. Smith explained the Friends of Amtrak lease the station on a year-to-year basis. 2 Councilman Henry moved and Councilwoman Ward seconded to refer the lease agreement to the City Council with recommendation to approve, motion carried. 8. Development Agreement with Missouri Baptist Convention (David Bange) Mr. Bange explained the agreement for the sale of portion of the City owned parking lot adjacent to the rear of their building and the street scape project proposed with the Missouri Baptist Convention Executive Board. There was discussion among Committee members and staff regarding the cost of improvements and the sale of the parking lot. Mr. Morasch explained a cost estimate will be provided to the Council. Conveyance of MoDOT Right-of-way to the City -Jefferson Street (David Bange) Mr. Bange explained the conveyance Jefferson Street right-of-way would allow the City to have full control of the roundabout at the intersection of Stadium Boulevard and Jefferson Street which simplifies the process of construction. Councilman Henry moved and Councilwoman Ward seconded to refer the conveyance to the City Council with recommendation to approve, motion carried. 10. Proposed changes to Chapter 34, Article V, Vehicles for Hire (Drew Hilpert) Mr. Hilpert explained the proposed change would treat all vehicles for hire equally. There was discussion among Committee members and staff regarding certificate of need, regulation of rates, background checks, public safety issues, and opening up the market. Councilman Prather requested this item be sent to the Public Safety Committee. 4. Other Topics 1. Planning & Protective Services Monthly Reports (Janice McMillan) Ms. McMillan referred Committee members to the reports included in the packet. 2. Water Main Leak Report (Britt Smith) Mr. Smith explained the street cut and right-of-way report. 5. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works Issues There was no one present to address the Committee. 6. Adjourn Councilman Henry moved and Councilwoman Ward seconded to adjourn the meeting at this time (8:27 a.m.), motion carried. Mr. Green had recently dedicated this easement to the City with the intention of installi ng a stormwater pipe and then turning it over to the City for future maintenance. In the interim Mr. Green has determined that the area will be better served by t he in troduction of landscaped swa le . Because no permanent stormwater infrastructure will be built in the area covered by the easement there is no need to reta in it. I would be happy to address any of your questions or provide add itional information . The C ity of Jeffe rson annually receives federal funding from U.S . Department of Housi ng and Urban Development (HUD), Commun ity Development Block Grant (CDBG) Program. As a result, the C ity is required to prepare an Annua l Action Plan every year to address the community deve lopment needs affect ing low and moderate income residents of City of Jefferson . Various communi ty development projects in the city are funded in part with grants received from HUD. These grants enable the City to prov ide decent affordable housing , economic development opportunities, neighborhood improvements and commun ity deve lopment serv ices for the low and moderate income res idents of C ity of Jefferson . Public hearing was held on June 25, 2015, w ith comments accepted th rough July 31, 2015. The draft plan was made available on September 30 , 2015 and accepting comments through October 30 , 2015. At the current t ime the main focus of attention is on the acquisition of right of way and the final coordination of the utility relocation plans . At the same time work continues of the development of the final plans and specifications of the project. There are six properties that are affected by the project. Three of these properties involve the purchase of right of way and three are temporary construction easements only. The properties have been appraised and written offers have been made to three of the owners. We are still waiting for the appra isal review so that offers can be made on the remaining three. From the offers that have been made we have reached an agreement with one owner and the necessary easement has been signed . Negot iations are ongoing with the other two. We are working with the utility companies to plan their re locations. At th is point the process is nearly completed and we are looking to begin these relocations in late November or early December. To facilitate these relocations there will be some traffic impacts as lanes are closed to allow the construction equipment room to operate and for the new facilities to cross under the streets. Even as we make these strides we have lost some ground on our overall schedule, mainly due to the time it has taken to complete the property appraisals. It is hoped that once these are in hand we can press harder to make up some of the lost t ime. We are still looking to have all of the needed r ight of way in our possession by the end of December; however, that goal cannot be reached if negotiations break down with any of the rema ining five owners and condemnation is necessary. Baring that case we intend to have MoDOT approval of the f inal plans and specifications in January of 2016 and look to bid the project no later than February, with a construction start date in April. Below is a summary of the property maintenance categories and the number of cases in each category for the month as of September 2015. • 50 tall weed complaints • 12 building maintenance violations • 11 trash violations (removal of trash Items against code) • 6 motor vehicle complaint referrals to CAT Team • 4 blue cart violations (trash container on city right of way inconsistent with collection day) • 3 trash service cases (no trash service as required by code) • 3 storage violations (outdoor storage of Items against code) • 2 illegal dumping violations • 1 illegal parking • 1 visual clear zone • 1 summons served • 1 fire damage Tall weed complaints accounted for 52.6% of the violations, along with building maintenance violations at 12.6%, trash violations at 11.6%, and motor vehicle complaint referrals to CAT Team at 6.3%, followed by the other activities. At this time (end of September) 20% of the cases have been closed. The rest of the cases 80% are active and are in process of being closed as the time frame of the notices expire and action is taken for resolution.
