Mr. Ashraf & Ms. Ayman Youssef, property owners, appeared before the Commission. A discussion was held regarding vegetation cutting performed within the Commission’s jurisdiction. Mr. Youssef noted that understory vegetation had blocked plowed snow along the driveway and he had the understory vegetation cleared for maintenance purposes. The Commission provided an overview to the owners about the process of notifying the Commission prior to performing such activity. A discussion was held regarding the current onsite Gypsy moth caterpillar infestation. The owners were advised on how to manage the forested areas of their property outside of the Commission’s jurisdiction for maintaining the health and vigor of the mature trees they want to protect. 8:00 PM Stahl, 29 South Mill Street RDA 2016-11 Request for Determination of Applicability Charles Stahl, owner/applicant Mr. Stahl provided an overview of the Request for Determination of Applicability application and site plans dated 20 May 2016 with a final revision date of 17 June 2016. A discussion was held regarding the installation of a replacement septic system located further from the wetland than the existing system. Mr. Ciriello made a motion to close the hearing and issue a Negative Determination of Applicability with the standard conditions. The motion was seconded by Ms. Reed and it passed unanimously. The Commission signed a signature page. Conservation Commission Meeting 20 June 2016 Page 2 of 3 8:02 PM School Building Committee, 129 Hayden Rowe DEP File No. 188-____ Notice of Intent Chelsea Christensen, Nitsch Engineering; Michael Shepard, Elementary School Building Committee Ms. Christensen provided an overview of the Notice of Intent application and site plans dated 01 June 2016. A discussion was held regarding BETA Group’s review memo dated 18 June 2016. Ms. Christenson noted 5 acres of impervious surface for the new elementary school was proposed to be installed and managed. It was noted that a porous pavement emergency access roadway into EMC Park was proposed. A discussion was held regarding the proposed gravel wetland stormwater basin, bioretention basin and underground infiltration units. It was noted that the applicant would be coordinating with BETA Group for further review. A brief discussion was held regarding the other portion of the parcel and any potential future development. Mr. Alton Chen, Chairman of the Irvine/Todaro Properties Advisory Group, provided a brief overview of potential uses for the remainder of the property. A discussion about installing a fence along the roadway as a permanent immovable barrier and as a measure to help keep trash out of the wetland was discussed. The hearing was continued to 11 July 2016. Mr. Harrow arrived at this time. 8:25 PM Gilson, 22 Hearthstone Road DEP File No. 188-1603 Notice of Intent – continuation Greg Gilson, applicant/owner Mr. Gilson provided an overview of the revised plans dated 31 March 2016 with a final revision date of 03 June 2016. A discussion was held regarding the revised plan changes. Mr. Ciriello made a motion to close the hearing and issue an Order of Conditions subject to the standard and noted special conditions. The motion was seconded by Ms. Wronka and it was passed by everyone except Mr. Harrow and Ms. Reed who opposed. The Commission signed a signature page. Mr. Barnes recused himself and left the meeting at this time. 8:35 PM Solect Energy, 201 Hayden Rowe DEP File No. 188-1606 Notice of Intent – continuation Joseph P. Marquedant, J.D. Marquedant & Associates, Inc.; Miguel Linera, Solect Energy Mr. Marquedant provided an overview of the revised plans dated 08 February 2016 with a final revision date of 16 June 2016. A discussion was held regarding the review letter from Mr. Marquedant, dated 20 June 2016. A discussion was held regarding the proposed width and location of the driveway, plantings, new location for the metering cluster and relocating the panels further from the wetland. A discussion was held regarding BETA Group’s comments about the specification for a more shade tolerant grass and Conservation Commission Meeting 20 June 2016 Page 3 of 3 adding a spillway to the detention basin. A discussion was held regarding the waiver to the 75-foot limit of structure for commercial activity. Mr. Harrow made a motion to close the hearing and issue an Order of Conditions subject to the standard and noted special conditions and subject to BETA Group’s final confirmation that the stormwater standards have been met. The motion was seconded by Ms. Reed and it passed unanimously. The Commission signed a signature page. Mr. Barnes returned to the meeting at this time. 8:50 PM Commission Business – continued  Elmwod Farm, 97 Ash Street – notice to install fencing under the Conservation Restriction (CR) co-held by the Commission. A discussion was held regarding proposed fencing to be installed around the garden and around the proposed recreational cattle pens. The Commission approved the fencing and noted the property owner would also need to receive the approval of the Open Space Preservation Commission as co-holder of the CR.  Docknevich, 8 Erika Drive – exemption request. A discussion was held regarding the proposed removal of trees and replacing them with Mountain Laurel plants. The Commission determined to approve the request.  Levine, 38 Wood Street – exemption request. A discussion was held regarding the proposed removal of a cracked and structurally unsound tree which is leaning towards the house. The Commission determined to approve the request.  Ferris, 1 Pond Street – exemption request. A discussion was held regarding the proposed removal of a live tree growing close to the house. The Commission determined to approve the request. The Commission determined to notify the owner how to properly manage yard waste and not to stockpile it within the vegetated buffer zone.
