Special Session
October 23, 1990
® The Greencastle Common Council met in special session on
Tuesday, October 23, 1990 at 5:00 p.m. in City Hall. On call of
the roll the following members were shown to be present: Councilor
Tim Conway, Councilor Sue Murray, Councilor Bob Sedlack, Councilor
Mike Rokicki. City Attorney Larry Wilson was also present.
Councilor Sheri Roach was absent.
Recommendations and Requests from officers and Departments:
Ordinance 1990 -23, An Ordinance Amending Chapter 290 of the
Greencastle Code to Establish Election Districts, was presented to
Council. Mayor Harmless indicated that with precinct boundaries
having been changed by the County Commissioners in October, 1989,
city ward boundaries no longer match precinct boundaries. fie
continued, if the city does not accept the lines drawn by the
commissioners, then precincts in the 1991 election would have to
carry separate ballots for each ward represented in the precinct.
Councilor Murray asked if population numbers were addressed by the
commissioners changes. tor. Wilson indicated that the annexed areas
were not included in the city in October, 1989. Councilor Sedlack
stated that even though the commissioners' changes placed two
council members in the same precinct, the boundaries accepted by
the city should provide the least amount of inconvenience to the
voter. Mayor Harmless read Ordinance 1990 -23 in its entirety.
Councilor Sedlack moved to approve Ordinance 1990 -23 with the
understanding that any population adjustments due to annexation be
added before second reading. This motion was seconded by Councilor
Murray, and was carried by an aye unanimous vote of members
present.
Mayor Harmless declared Ordinance 1.990 -23 to have been passed
on first reading.
o With no further business, Councilor Murray moved for
adjournment. This motion was seconded by Councilor Sedlack, was
carried by an aye unanimous vote of members present, and the
meeting was adjourned at 5:45 p.m.
