HomeMy Public PortalAbout2006-016 (02-07-06)RESOLUTION NO. 2006.016 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD REQUESTING THE WESTERN ASSOCIATION OF SCHOOLS AND COLLEGES (WASC) VIA THEIR ACCREDITING COMMISSION FOR COMMUNITY AND JUNIOR COLLEGES (ACCJC) TO EXTEND ACCREDITATION FOR COMPTON COMMUNITY COLLEGE THROUGH JUNE 30, 2007 (^i WHEREAS, Compton Community College (the "College') has operated as a I1 I postsecondary education institution providing quality teaching and learning opportunities for over 75 years, serving the communities of Carson, Compton, Lynwood, Paramount, North Long Beach, South Los Angeles, and Willowbrook, an area that contains nearly one million residents of the county of Los Angeles; and WHEREAS, most of the residents of this area and the students enrolled at the College are of Latino, African American, and Pacific Islander descent; groups that have historically been underrepresented in postsecondary education; and WHEREAS, nearly 80 percent of the students enrolled at the College are from low- income families and eligible to receive some form of financial assistance;~and WHEREAS, approximately 1,300 students totaling 10% of the student population are residents of the City of Lynwood; and WHEREAS, the California State Chancellor's Office has intervened and is now managing the day-to-day operations of the College and making all executive and policy decisions on behalf of the College with the intent of keeping the College open and accredited to serve students; and WHEREAS, the California State Chancellor's Office, College staff, faculty, and outside auditors, have acknowledged and identified numerous financial, personnel, and governance problems for which additional time is required to correct; and ~~ WHEREAS, changes in leadership at the College have created an environment more conducive to correcting the remaining problems; and WHEREAS, the State Chancellor's Office has been advised by the Special Trustee and Interim President/Superintendent that a minimum of one to two years is required to correct all remaining problems; and WHEREAS, total student enrollment has dropped by more than 700 Full-Time Equivalent Students (EYES) over the past year as a direct consequence of the uncertainty of the College's accreditation status, thereby causing additional financial hardships for the College; and WHEREAS, loss of accreditation by the College will adversely affect the residents of Lynwood and surrounding areas by impacting their ability to obtain affordable, quality educations in their own communitia~• anri WHEREAS, the State Chancellor's office, along with educators and staff at the College, are currently engaged in a major campaign to stabilize and increase student enrollment for the upcoming spring and summer terms. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY (~ RESOLVE AND DETERMINE AS FOLLOWS: I ~ Section 7. The City of Lynwood requests that the Western Association of Schools and Colleges (WASC) via their Accrediting Commission for Community and Junior Colleges (ACCJC) extend the accreditation of Compton Community College through June 30, 2007. Section 2. The City of Lynwood requests that the WASC via ACCJC, in collaboration with the State Chancellor's office, establish reasonable benchmarks, timetables, and measures for assessing progress of the College in satisfactorily resolving the remaining problems identified by the ACCJC in its June 2005 letter notifying the College of the decision to terminate accreditation. Section 3. The City of Lynwood requests that the ACCJC provide any reasonable technical assistance requested by the College as it strives to restore integrity of the district as evidenced by compliance with commission standards and eligibility requirements for accreditation. Section 4. That a copy of this resolution be forwarded to the Chancellor and Board of Governors of the California Community College system, and a copy thereof filed in the official records of the City of Lynwood.
