HomeMy Public PortalAbout10/30/1990 specialGREENCASTLE COMMON COUNCIL Special Session October 30, 1990 e The Greencastle Common Council met in special session on Tuesday, October 30, 1990 at 7:30 p.m. in City Hall. On call of the roll the following members were shown to be present: Councilor Sheri Roach, Councilor Tim Conway, Councilor Sue Murray, Councilor Bob Sedlack, Councilor Mike Rokicki. Also present was City Attorney Larry Wilson. Approval of Minutes: The minutes of October 9 regular session and October 23 special session were distributed to Council. Councilor Sedlack moved to approve the above minutes as distributed. This motion was seconded by Councilor Murray and was carried by an aye unanimous vote. Approval of Treasurer's Report: The Treasurer's reports of August and September were distributed to Council. Councilor Conway requested deferment of approval of the August report until a corrected Depository's Certificate of Balances from Central National Bank could be presented to support the Treasurer's report of a $450,000.00 investment purchased on August 3, 1990. The Clerk- Treasurer noted that the deletion of the investment on the bank report was a typographical error on the part of the bank, and that the bank had confirmed by telephone the purchase of the .investment. The Clerk - Treasurer also noted that the signed Certificate of Deposit was in possession of the city in the safety deposit box in Central National Bank. Councilor Conway moved to defer approval of the August • Treasurer's report until a corrected August Depository's Certificate of Balances from Central National Bank has been presented. This motion was seconded by Councilor Murray. Councilor Roach proposed a substitute motion to approve the August Treasurer's report as presented, noting that the Treasurer's report is being considered for approval, not the report from Central National Bank. This motion was seconded by Councilor Rokicki. The discussion continued with Councilor Conway asking if the Depository's Certificate of Balances were reviewed. Mayor Harmless and the Clerk- Treasurer both indicated that the reports were reviewed, and the Clerk- Treasurer further explained that the Depository's Certificate of Balances do not take into account outstanding receipts and disbursements at month end, and therefore, are not as accurate an accounting of balances as the reconciled Treasurer's reports. A call for the question carried the motion by the following vote: AYES: Councilor Roach NAYS: Councilor Conway Councilor Rokicki Councilor Murray Councilor Sedlack Councilor Murray moved to approve the September Treasurer's report as presented. This motion was seconded by Councilor Sedlack and was carried by an aye unanimous vote. Recommendations and Requests from Officers and Departments: Ordinance 1990 -23, An Ordinance Amending Chapter 290 of the Greencastle Code to Establish Election Districts, was presented to Council and read by title with the inclusion of the reading of Third Ward West Precinct by Mr. Wilson. Councilor Rokicki commented on his disappointment that the redistricting proposal • voted on by the County Commissioners was the one of three that carried political connotations. On call for the question carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1990 -23 to have been passed and adopted this date. Ordinance 1990 -24, An Ordinance Amending Chapter 600 of the Greencastle Code to Establish a Department of Parks and Recreation, was presented to Council and read in its entirety by Mr. Wilson. Councilor Conway asked if the ordinance would take Council out of the loop. Mr. Wilson responded that budget appropriations and bond issue consideration would still come before Council, and that the ordinance does set forth more specific statutory authority. Councilor Rokicki moved to approve Ordinance 1990 -24 as presented. This motion was seconded by Councilor Roach and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1990 -24 to have been passed on first reading. Ordinance 1990 -25, An Ordinance Amending Chapter 443 -55 of the Greencastle City Code Schedule of On- Street Reserved Handicapped Parking Spaces, was presented to Council and read in its entirety by Mr. Wilson. Councilor Roach expressed concern about the Poplar Street handicap space, in that the passenger side would be toward the street. Councilor Rokicki moved to approve Ordinance 1990 -25 as presented with further consideration of the Poplar Street space to occur before second reading. This motion was seconded by Councilor Murray and was carried by an aye unanimous vote. • Mayor Harmless declared Ordinance 1990 -25 to have been passed on first reading, Council Reports and Comments: Councilor Conway expressed a concern about the dust on the east side from the construction traffic. Mayor Harmless indicated that the water department had just installed a two inch water line and metered hydrant, and with the availability of water, the construction water truck will wet the area to reduce the amount of dust. Councilor Roach asked about the speed of the construction trucks. Mayor Harmless noted that he had spoken to the individual trucking companies and that the police department is monitoring the areas involved. Councilor Sedlack moved to remove Ordinance 1990 -22, An Ordinance Amending Chapter 442 -30 of the Greencastle City Code Schedule of One -Way Streets, from the table, noting a concern for opening Central Street to traffic prior to having made a determination on said ordinance. This motion was seconded by Councilor Rokicki and was carried by an aye unanimous vote. Discussion ensued concerning Ordinance 1990 -22. Councilor Sedlack indicated that he had contacted Sigma Alpha Epsilon fraternity, Kappa Kappa Gamma sorority and Alpha Phi sorority asking them to respond with concerns, and stating that the issue would be addressed at the November meeting. Mayor Harmless noted that the Jacksons and the Inmans in the seven hundred block of South Locust expressed concerns about changing Central Street to one way. Councilor Murray noted that both property owners have access to their property from Locust Street and that there is a concern for the safety of the Ridpath elementary students. • Councilor Rokicki stated that he understands the position of the property owners, however, he, too, considers this an issue of safety. CC 10/30/90 Page 3 Council Reports continued: O Mr. Wright noted that DePauw University has pledged to participate to the level of $3,800.00 in the installation of a concrete curb and sidewalk on the east side of Central Street between Elm Street and the north side of the Ridpath parking lot Councilor Rokicki moved to approve Ordinance 1990 -22, An Ordinance Amending Chapter 442 -30 of the Greencastle City Code Schedule of One -Way Streets, as presented. This motion was seconded by Councilor Sedlack who asked that the first line of the schedule of one -way streets be stricken, noting that it is included in the second line. On call for the question, the motion was unanimously carried. Mayor Harmless declared Ordinance 1990 -22 to have been passed on first reading. Mr. Wright delivered the schedule of street resurfacing in 1990: Anderson Street, Cassada Drive, Dogwood Lane, Primrose Lane. He also indicated that Avenues D and E, originally scheduled for 1990, will be moved to 1991. to allow completion of the Greater Eastside Sewer Separation Project. Daggy Street, Ravenswood Drive, Redbud Lane, Sherwood Drive and Spring Street are also scheduled for 1991. Councilor Rokicki expressed appreciation for the installation of "Children at Play" signs. Councilor Sedlack asked for an update on the street department garage. Mr. Wright indicated that he had attended a meeting in Crawfordsville, and that the state highway garage will be available to the city next year, the cost yet to be determined. • Mr. Wright announced the first phase of tree planting to occur on Saturday, November 3, 1990 at 8:00 a.m. Mayor Harmless read a letter from Delta Upsilon fraternity announcing their Halloween safe house. Councilor Sedlack asked about the city engineer applications. Mayor Harmless noted that interviews with four candidates have been scheduled for an executive session of the Board of Works on Thursday, November 8, 1990 beginning at 5:00 p.m. in City Hall. Mayor Harmless announced the opening of the first state licensed day care home being provided by the Whitlocks on South Locust. With no further business, Councilor Murray moved for adjournment.
