HomeMy Public PortalAbout1981_03_11_R029 TOWN OF LEESBURG IN LOUDOUN COUNTY, VIRGINIA PRESENTED RESOLUTION NO. 81-29 ADOPTED A RESOLUTION: March 11, 1981 March 11, 1981 ENDORSING A ONE-OPERATOR SIDE LOADER REFUSE COLLECTION SYSTEM AND DIRECTING THE MANAGER TO SOLICIT BIDS FOR EQUIPMENT WHEREAS, inflation, energy costs, and rising federal and county taxes make it imperative for Leesburg to maintain taxes, licenses and fees at minimum levels, and; WHEREAS, one viable alternative to resource limitations is the implementation of cost saving measures to reduce overall government expenditures, and; WHEREAS, the annual cost of solid waste collection in Leesburg has risen from $60,271 in July, 1976 to $140,914 in January, 1981, a 134% increase, and; WHEREAS, federal studies conducted by the Environmental Protection Agency, and recent experience of both private haulers and municipal operators alike demonstrate the economic benefits of one-operator side loader collection vehicles, and; WHEREAS, an efficiently administered municipal system, has financial advantages over a private contractor in terms of lower interest rates for debt service, accessibility to collection routes, elimination of profit margin, and exemption from payment of excise taxes, fuel taxes, and special licenses, and; WHEREAS, it is firmly projected the Town of Leesburg can save up to $50,000 in total refuse collection and disposal expenses in the first year and over $370,000 in the next five years with the implementation of a side loader collection system. -2- THEREFORE, resolved by the Council of the Town of Leesburg, Virginia, as follows: SECTION I. This Council endorses the concept of a town operated side loader refuse system as a means to significantly reduce the cost of garbage and refuse collection to its citizens. SECTION II. The manager is authorized and directed to secure written quotations for the purchase of two new side loader refuse trucks and one used side loader refuse truck from acceptable suppliers.
