HomeMy Public PortalAbout20160829 - Conservation Commission - Meeting MinutesTOWN OF HOPKINTON CONSERVATION COMMISSION TOWN HALL 18 MAIN STREET HOPKINTON, MASSACHUSETTS 01748 Tel: 508-497-9745 Fax: 508-497-9702 Conservation Commission Meeting 29 August 2016 Page 1 of 2 29 August 2016 Called to Order: 7:30 PM Town Hall, Rooms 215 & 216 Adjourned: 8:45 PM Members Present: Jim Ciriello, Ed Harrow, Melissa Recos, Marcus Waldron, Jamie Wronka, Don MacAdam: Conservation Administrator, Bob Ingram: Conservation Scientist, Anna Rogers: Inspections Administrative Assistant Members Absent: Jeffrey Barnes, Kerry Reed 7:30 PM Commission Business  The Commission reviewed the following documents which had signature pages signed at the 08 August 2016 meeting: - Pulte Homes, Legacy Farms North – Order of Conditions (188-1593) - Aho, 42 West Elm Street – Order of Condiitons (MA WPA), Denial (Bylaw) (188-1597) - Petrozzi, 0 Leonard Street – Order of Resource Area Delineation (HCC-28) - Petrozzi, 0 Leonard Street – Determination of Applicability (2016-12)  MassDOT, I-495, ATMS (2015-4) – project change request. A discussion was held regarding the proposal to eliminate the proposed trenching within the buffer zone and the installation of a fiber optic cable within an existing utility conduit. The Commission determined the request was an insignificant project change.  Fletcher Tilton, PC, 31 Greenwood Road (188-984) – request for Corrected Certificate of Compliance. The Commission signed the Corrected Certificate of Compliance.  Upper Charles Trail Committee, Center Trail – review proposed tree maintenance along Center Trail. The review was tabled to 12 September 2016.  Li, 258 Pond St – exemption request. A discussion was held regarding the proposed removal of three live trees and the dead trees standing along the driveway. A discussion was held about managing the ongoing health of the mature trees by thinning out the adjacent sprouting sapling trees. The Commission determined to approve the request.  Phely-Bobin, 29 Oakhurst Rd – exemption request. A discussion was held regarding a live tree within striking distance of the house. Mr. Ciriello made a motion to approve the request. The motion was seconded by Ms. Recos and it was passed by everyone except Mr. Harrow who opposed. Conservation Commission Meeting 29 August 2016 Page 2 of 2 7:45 PM School Building Committee, 129 Hayden Rowe DEP File No. 188-1607 Notice of Intent – continuation Chelsea Christensen, Nitsch Engineering; Michael Shepard, School Building Committee A discussion was held regarding the Mullins rule. A discussion was held regarding removing the Hayden Rowe street changes and the culvert work from the application and re-filing it as a separate or future Amended Notice of Intent. A discussion was held regarding BETA Group’s comment letter dated 25 August 2016. It was noted that BETA has only one outstanding item which can be conditioned under the Order. Ms. Christensen provided an overview of the entire Notice of Intent application and the site plans dated 14 July 2015, 01 June 2016, 01 June 2016 with a final revision date of 25 July 2016, 04 August 2016, 22 August 2016. It was noted that there would be a porous pavement emergency roadway constructed to access EMC Park. A discussion was held regarding a comment letter from Charles River Watershed Association (CRWA) dated 29 August 2016. A discussion was held regarding a phosphorous loading analysis. Mr. Ciriello made a motion to close the hearing and issue an Order of Conditions subject to the standard and noted special conditions, subject to a revised operation and maintenance plan approvable by BETA and a response to CRWA. The motion was seconded by Mr. Harrow and it passed unanimously. 8:18 PM Commission Business (continued)  Solect Energy Development, 0 Hayden Rowe (U24 19 0) (U24 20 0) – exemption request. Mr. Miguel Linera appeared before the Commission. A discussion was held regarding the removal of some structurally unsound trees growing along the stone wall. A discussion was held regarding some other sound trees that the applicant wanted to be removed. It was noted that the 50-foot limit of work would still be maintained. It was noted that the trees would all be replaced with native species. The Commission determined to approve the request.  A discussion was held about the Community Preservation Committee deadline for fiscal year 2018 Community Preservation Act applications.  A discussion was held regarding the 2011 Charles River Watershed Total Maximum Daily Load Report.
